MIM Notes 192 August 15 1999 The Capture of Comrade Feliciano does not hold back the People's War in Peru Editorial reprinted from El Diario Internacional N. 51, July 1999 Translated by MIM On July 14 the security forces of the Peruvian state captured Comrade Feliciano, a member of the Central Committee of the Communist Party of Peru (PCP). Immediately after, the Peruvian government working with the media of the country, mounted a circus spectacle with two concrete objectives: 1) To plan to present the capture of this leader as they would treat a great military and political victory for the Peruvian State and 2) To portray this capture as a catastrophic event for the PCP, and as a fact that will aid in the definitive defeat of the Maoist guerrillas. Under these two aims, Fujimori and his henchmen, edit with some variations, the same sham constructed in September of 1992 when the police arrested Chairpersyn Gonzalo. Part of this sham is the immediate possibility that comrade Feliciano, "handled" in the sinister laboratories of the National Intelligence Service (SIN) will be presented in the fraudulent Peruvian television repenting and calling for a "peace accord." Face to face with this situation we note the following: 1. The detention of comrade Feliciano does not stop the People's War. Our affirmation is based in two fundamental factors: a) Upon the moment of the capture of the leader mentioned, the Communist Party of Peru and its system of leadership at base, local, regional and national levels had been completely restructured and reinforced. As is known, in September of 1992, Chairpersyn Gonzalo and a part of the high leadership were captured, and that naturally debilitated the direction of the guerillas. Starting from this date, the free leaders, with communist militance, began the arduous work of reorganizing and consolidating the structure of the national leadership and base of the Party. This work, as was demonstrated by hundreds and thousands of guerilla actions in recent years and the political work among the common people, was completed with success in the application of the campaign named "Overcome the Bend Developing the Peoples War." b) The Central Committee and other high positions in the structure of the PCP rely on the participation of several tens of militant activists of a high level, whose system of leadership excludes the personal direction in the political and military affairs of the Party. As part of this same structure, and of internal direction, the actual leaders of the Party run various risks, and between them some fall in the hands of the repressive forces of the State, and in some cases die in combat. Therefore, the capture of a leader, on the fringe of the high position that s/he occupies in the organization, does not diminish nor detain the rhythm of the revolution. 2. What results is a manipulation of reality, promoting the idea that the capture of comrade Feliciano can have the same heavy political weight on the Party and the development of the People's War that the capture of Chairpersyn Gonzalo had in September of 1992. Both facts are different as much in the political as in the historical aspect. It is enough to record that the Communist Party of Peru is guided by the knowledgeable teachings and leadership of Chairpersyn Gonzalo, whose ideological-political link with the Party and the militant guerillas has not been cut, not even by prison and absolute isolation of the leader of the People's War. This fact has to signal the indestructibility of the PCP, founded on its ideological base whose essence is Gonzalo Thought (the application of Marxism-Leninism-Maoism to the concrete situation in Peru). In synthesis, the leadership of Chairpersyn Gonzalo and his extraordinary thought, following fundamental factors in the march of the People's War in the development of the Party, the People's Liberation Army (EPL), and the United Front of the class. These arguments are completely valid against any campaign by the Peruvian government, which attempts to present the capture of comrade Feliciano, as if it were a question of beheading the PCP and the People's War. 3. The best form of solidarity with comrade Feliciano is defense of the Communist Party of Peru and the People's War. For this we call on the organizations and revolutionary forces to redouble your support for the war to liberate Peru, rejecting at the same time any political sham that has as its objective debilitating the direction of the armed struggle. All the conditions, political, social and economic in Peru, provide a bright perspective for the advance of the fight for power. The Peruvian state, the Fujimori regime and the official political system are headed towards a cliff, and it will not be possible to save them from falling off, not even with the most brutal repression against the oppressed masses. Within this declining reality of the official social order, the Maoist guerillas collect new drive as much in the political as in the military. A test of this situation has to be seen with the recent guerrilla actions in Alto Huallaga, in Junin, Ayachucho and other regions of Peru, whose revolutionary advance obliged the government to carry out a huge military deployment of the Armed Forces of Peru.
