General Reyes is sabotaging and scuttling the GRP- NDFP peace negotiations By Jose Maria Sison National Democratic Front of the Philippines Chief Political Consultant 4 November 2001 --General Angelo Reyes is hell- bent on sabotaging and scuttling the GRP-NDFP [Government of the Republic of the Philippines- National Democratic Front of the Philippines] peace negotiations. Since his assumption of office as secretary of national defense, he has escalated brutal military campaigns of suppression against the revolutionary forces and the people. These campaigns have violated the Geneva Conventions and the GRP-NDFP Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law. The violations of human rights and international humanitarian law by the Armed Forces of the Philippines and the Philippine National Police include torture and murder of civilians suspected of being connected with the revolutionary movement as well as fighters of the [Maoist-led] New People's Army who are hors de combat. And yet General Reyes has the temerity to claim that the NPA is one-sidedly launching offensive actions against the AFP and the PNP and to call for ending the GRP-NDFP peace negotiations. General Reyes is scandalously trying to show himself off as one who is more powerful than Mrs. Gloria Macapagal-Arroyo [the President of the Philippines] and as one who stands above her with regard to the peace negotiations. He is deliberately trying to sabotage and scuttle the peace negotiations in order to make Macapagal- Arroyo a failure in this regard, destroy her chances of reelection in 2004 and pave the way for his own political ascension ala General Ramos. The NDFP is ready to deal with every counterrevolutionary action of General Reyes. If he wants all-out war and no peace negotiations, the revolutionary forces and the people are in a position to intensify the new democratic revolution through people's war. Under the Macapagal-Arroyo regime, the ruling system has become far more rotten than under the Estrada regime when General Reyes collaborated with Estrada in undertaking a self-defeating all-out war policy against both the NDFP and the MILF [Moro Islamic Liberation Front]. The current regime is far weaker than ever before, especially because of the unprecedented crisis of the world capitalist system, the growing political and social turbulence and the outbreak of the ongoing imperialist war of aggression in Afghanistan.
