The MIM now consists of many independent cells, many of which have their own indendendent organs both online and off. 1. Comrades should not be participating selectively in congress and so they may not abstain from selected votes. The only exception to this is if a comrade misses part of congress for a very good reason and the branch approves this and sends an explanation to the General Secretary. In general, we don't want to be encouraging comrades to only participate in congress discussions they find most entertaining.

2. Excluding trips and the usual operation of Maoist Sojourner, the duties of International Minister will not exceed one half a comrade's responsibilities. Our goal is in fact to abolish the International Minister by obtaining the requisite unity of the international communist movement. Such unity may in fact be best brought about by determined "domestic" work.

3. Every issue of MIM theory will have a theme, but there will be sub- themes as well to maximize the number of pages printed in any one issue. Every issue will feature at least 50 pages from other Maoist parties.
