Resolutions on Branch Structure

[MIM passed a number of resolutions on branch structure in 1998. The following are the ones involving the most general principles.]

Mass contact

1. MIM should have a branch requirement for mass contact. If there's no mass work going on, why have a branch?

PASSED

2. Every branch's mass work must include being out in front of random people, not just spending time with recruits and prisoners. Recruits flake and prisoners' ability to help develop independent RAIL branches is limited. Branches cannot put all their eggs in small recruiting baskets and expect to make continual progress.
