1998 MIM Congress: Session I

Resolutions on Latino Nations Ministry

[MIM passed a number of resolutions on the Latino Nations Ministry of the Party in 1998. The following are the ones involving the most general principles.]

A.

A MIM comrade under democratic centralism will serve as the official Latino Nations Minister. The requirement for the ministry is that the comrade have a history of upholding centralism and particularly have a correct line supporting hierarchy and against tokenism. The minister does not need to speak Spanish necessarily.

The primary goal of the LNM is to secure the publication of NR/NRF. After this has been achieved, the LNM will start Spanish-speaking mass organizations in conjunction or as part of RAIL to formally organize Spanish-speaking masses who are not yet in full unity with the Party.

The Spanish-speaking mass organizations will focus on developing mass work among Spanish-speaking prisoners.

The Spanish-speaking mass organizations will focus on the Puerto Rican liberation struggle.

The Spanish-speaking mass organizations will focus campaign work in support of immigrant/migrant labor struggles.

Independent NR

1. MIM does not wish to repeat the errors of the Maoist forces in the mid-70s, which splintered over non-cardinal questions related to the question of single- vs. multi-national parties. It appears that the current NR staff may be hampered from producing Notas Rojas by differences over exactly these questions. In order to sweep away these non-cardinal and divisive impediments, while continuing to struggle with the NR staff to raise their overall theory and practice, MIM will fund and distribute Notas Rojas as an independent, fraternal publication, under the following conditions:

(a) MIM will continue to encourage the Notas Rojas staff and those activists which Notas Rojas mobilizes to join MIM. This follows from MIM's position on multi-national parties and Euro-Amerikan parties outlined in MT7 (pp.22-24). Notas Rojas will run contact info for their fraternal comrades in MIM, so that masses inspired by the Maoism in Notas Rojas but outside of the face-to-face recruiting area of the Notas Rojas staff can be mobilized effectively.

(b) MIM will continue to publish Spanish-language organs of its own. These organs will advertise for Notas Rojas as long as NR maintains fraternal relations with the MIM. Of course, these organs will also build the MIM and its Spanish-language work.

(c) All the guidelines which apply to MIM's relations to international fraternal parties will apply to Notas Rojas. MIM reserves the right to unmask revisionism in its own fashion.

(d) MIM will open up its letters pages and MT pages for theoretical debate with Notas Rojas, and Notas Rojas will open up its letters pages for theoretical debate with the MIM. Neither organ will make unilateral public criticism of the other (that is, criticism without allowing the other side room for rebuttal), except in the case of most egregious revisionism. Criticisms of individual comrades in the MIM or in the Notas Rojas staff for non-cardinal errors fall under (a), above, and are obviously strictly private, not public.

2. MIM will fund Notas Rojas for at least one whole year (unless NR becomes financially solvent before then). At the end of the year, MIM will vote whether or not to continue to fund NR. This is to encourage our comrades at Notas Rojas to develop their own financial base, which is totally within their reach.

Re: Independent NR: VOTE

We will recommend to NR staff that it accept leadership from LNM, which will include Peru, Puerto Rico and and other articles being contributed from LNM in Spanish.

At the same time, we will offer the below from comrade X. The point will be to ask the NR staff what they think the problem is: lack of assistance from MIM (leadership) or lack of independence from MIP-Amerikkka.

If NR does go independent to form MIP-Aztlan, then it will still have the option of running articles from MIP-Amerikkka.
