Poor CIA holding the bag for Guantanamo Bay

Despite growing by 15% in two months, the CIA is two years behind the goals set by President Bush in recruitment.

CIA Director Hayden has recently instructed people not to become sources or events in the news. That means do not get caught. Yet the world found out about the secret prisons.

Hayden complained in regard to his goals: "'We're the nation's intelligence agency, not the nation's jailer.'"(1)

Four so-called suicides in a population less than 400 at Guantanamo Bay--apparently conditions there are not good. The American Civil Liberties Union is correct to ask for an end to the secrecy about these prisons.(2)

We quite agree with Mr. Hayden. If the Department of Defense (DoD) is in charge at Guantanamo Bay, the CIA still hurts in its recruitment goals. It will be unavoidable that CIA will get its name dragged through the mud for Guantanamo Bay. People like Charles Graner will flock to join CIA, but it won't help much with translation or acculturation.

These agencies have to have separate budgets and personnel after all. So why if the Department of Defense is in charge, should the CIA hold the bag asks Mr. Hayden.

What a shame though, the DoD also claims to be in favor of shutting down Guantanamo Bay. So does President Bush. So there is the CIA, DoD and the president for shutting it down. Yet it does not happen. Someone is lying.

Perhaps to blame the Democrats--yet there is Senator Harkin with proposed legislation to move the prisoners to federal prisons.(1) The only one in favor seems to be candidate Romney who says that Guantanamo Bay should be doubled in size.(3)

If only Mr. Hayden had prevented Guantanamo Bay and the secret prisons, he would have met his recruiting goals by now. Instead CIA made it into the news in a way that could not be controlled.
