Charged for services but never saw the doctor

Dear MIM:

I have been having a problem with the medical department here. On 11-04-04 I sent an inmate sick call request to the see the doctor and was denied medical treatment. On 11-14-04 I sent an informal grievance to the chief health officer and was charged $4.00 for sick call and I never saw the doctor. Then the grievance came back from the chief health officer saying that the review showed that I saw the nurse on 11-12-04 and "became demanding, upset and angry" and that the interview was "appropriately terminated." So how can I be charged for sick call and the sick call was terminated?
