On February 14, 2002 of the 21 century, People Against Systematic Torture was founded. Hereinafter known as (P.A.S.T.). PAST was founded in accordance with the First, Eighth, and Fourteenth Amendment of the United States Constitution, in accordance also with Public Law 103-236 title V Section 506(a) 108 Statute 463; Public Law 103-429 Section 2(2) on Oct. 31, 1994, 108 Statute 4377; Public Law 103-415 Section 1(k) on Oct. 25, 1994, 108 Statute 4301; United States Code Annotated title 18 Section 2340(a)(b); Human Rights Watch and Amnesty International all of which forbid systematic torture and crimes against human beings.
PAST has no resources whatsoever, what we do have is clear and concise knowledge on how the public and world at large can obtain information through a request to the proper administrative agencie(s), or requesting reports of torture by visiting committees who have written extensively in this area while visiting New York State Correctional Facilities... In the Eighth (8) decade of the 20th century, a New York Prison official at Great Meadows Correctional Facility in the New York State- Department of Correctional Services, reintroduced the restricted food deprivation torture diet, meaning as a way of life and death to its prisoners in its Special Housing Units, ie. Solitary Confinement Units.
Then as now the commissioner(s) of the New York State- Department of Correctional Services is appointed by the Governor, in Albany, New York Our state capital. Someone's eyes glowed at the prospect of being at the helm of these modern day torture chambers, thus they promptly adopted and incorporated the Restricted Food Deprivation Torture Diet consisting of a dark bread and rotten cabbage. Dark Death and Torture indeed. For a multitude of reasons, male and female and their unborn babies can be subjected to food deprivation torture state prison(s) wide be it for days, weeks, months, years, decades, centuries until released or quick or prolonged torturous death. The vast majority of males and females and their unborn babies who are confined in SHUs to said tortures of unlimited accumulation are African American, Latin American and Foreign Nationals. The Restricted Food Deprivation Diet is called "Restricted Diet or Food Deprivation Order" in New York State- Department of Correctional Services: Directive Number(s) #4932 and #4933 chapters V and VI title 7- New York Code Rules Regulations. Also (Directive #0054) where males and females in the units of the condemned can also be tortured until final day of execution per DOCS Departmental Directive #0054. For said factual proof, submit a Freedom of Information Law Request pertaining to directives mentioned above and write to : Glenn S. Goord, Commissioner, NYS-DOCS State Campus Building #2, 1220 Washington Ave., Albany, NY, 12226-2050.
Along with the restricted food deprivation diet(s) unlimited tortures in New York State DOCS are subjected to water, exercise, clothes, personal property, shoes, mattresses, blanket, sheets, pillows, flushing toilet, eye glasses and shower deprivations in order to increase the physical and psychological painful suffering of cruelty and torture which cause extreme weight loss, loss of balance, infectious diseases, interference with medical treatment, medical regress, dangerous blood sugar counts, sever stomach pain, paranoia, delusions, despair, profound personality disorders, blood vomiting all kinds of medical and mental illnesses. The food tortures, ie. Restricted Food Deprivation Diets also promotes attempts of suicide and actual suicides of male and female prisoners. Also to further increase the effects of tortures prisoners are subjected to mind altering psychotropic drugs and other substances. Prison officials not only torture our citizens and Foreign Nationals in New York State Prisons but they also order guards, medical doctors, medical prison personnel, psychiatrists and psychologists to assist them in carrying out and covering up these never-ending systematic tortures. It's the 21st century thus we ask the public in our society, and international community for help in stopping systematic torture. Remember, tax-payers are paying the torture bills through their taxes without even knowing it. Foreign governments have pacts and treaties with New York State yet Consulates, Embassies and missions of foreign countries don't know that nationals are being tortured so please send copies of the fact to them...On April 25, 2001, the Correctional Association, prison visit committee visited Southport Correctional Facility, the first supermax of New York State-DOCS located in Pine City, New York, 14871. This is what the committee said in its issued report.
Inmates are placed on restricted diets, food deprivations (meaning Torture.) Some for years, inmates become mentally ill, others attempt suicide while the committee was there, inmates cry, are paranoid have also become delusional, loud, angry and anguished are put on mind altering psychotropic drugs, they yell and they scream all day and night, self mutilate, attempt suicides. One man said he wanted to kill himself. The committee's gravest concerns were inmates housed in the dark, chaotic D-Block, they are fed restricted diets, ie. Food Deprivation Torture and confined in darkened cells with poor ventilation and little natural light and placed on all sorts of Deprivation and exercise, clothing, bedding, water, etc., etc. The committee recommended that said area of the prison be closed and that restricted diets be stopped, prisoners receive medical and mental treatment and be transferred out of Southport in a letter they sent to the superintendent and the commissioner.
Results, the superintendent and the commissioner were not amenable to the committee suggestions. The committee stated by all accounts, the conditions we observed at Southport were the worst they have seen in the New York State prison system. Copies of the above mentioned report can be obtained from: Jennifer Wynn, at JWYNN@CORRASSOC.ORG also letters of concern should be Sent to: Tom Malinowski, Human Rights Watch, 1522 K Street, NW, #910, Washington DC 20005. Also call your consulates, Embassies and missions...Torture in New York State Prisons must be stopped. Reasons: To be sure the United States does not set a precedent that might lead to future mistreatment of U.S. prisoners in other countries arguing that Washington no longer abides by its own constitution, the convention and the Human Rights of all human beings.
Respectfully, People Against Systematic Torture March 2002
RAIL adds: Certainly the final reason given above is not the only reason to fight torture in u$ prisons. We want to prevent all of the atrocities described above from happening to people in this country and around the world. Fighting to reform this treatment now is possible because of the laws and treaties being violated, as PAST mentions. And it is possible to decrease the suffering of the oppressed in u$ prisons by waging these battles. But ultimately humyn rights will always be threatened under a system that puts profits over people.
