
Horrible Conditions At Bill Clements, Texas
I wanted to reach out to you and list what is (or is not) happening in Ad Seg (Administration Segregation) at the Bill Clements Unit in Amarillo, TX. As of 1 February 2024 the entire staff and rank has not only stopped doing everything but the response I get from both line bosses and Nigerian rank is “Fuck You”, “we don’t have to do anything we don’t want to do, and nobody is gonna make us.”
I suppose the best way to explain the horrific conditions here is to make a list:
Recreation: Per Federal law and TDCJ policy we are allowed 1 hr out of cell everyday. In 2021, we went to rec 4 times. 3 times in 2023. And now they stopped running all rec. claiming short of staff for 4 straight years, while uniformed employees are everywhere unassigned on overtime. Smart off to one of them over an allergy on tray and watch as up to 9 sergeants respond in under 60 seconds on a building of less than 500. But they can’t run rec.
Kitchen: We have eaten the same exact tray for a year now. Everyday, with exception of Johnnys, we tray with a tiny fish square or burrito. 400+ trays of a watered down tiny portion of ground “meat” and spoiled beans. In increments they stair-stepped down our portion sizes, along with not running commissary, our stomachs shrunk resulting in severe weight loss. My arms, legs and butt are without meat. When I came to Ad Seg I had muscles. Severe starvation, lack of nutrition and exercise stole that from me. Along with other body parts. Hair and finger/toenails no longer grow like they did with proper nutrition. Kitchen food is served cold after sitting out for hours and handled by staff with no gloves. Out of juice 1/3 of the time. Dirty food carriers never washed.
Barbers: 1 haircut in over 3 years. Barbers on pod once. Period. No haircuts.
Commissary: Stopped running period. Started by skipping us, manipulating spend cycles. Then always a reduced spend on only stamps no electrolytes. Now we went 1 of 3 spend cycles or once every 6 weeks in 2023, but they no longer run commissary period. Said the computer is down for months. Excuses, always. Responses are, one, that it is not their department and 2, that they don’t care. Quote Major Miles who said, “I don’t care”, when I pointed out to him that is why his building is fucked up and his subordinates under his “supervision” refuse to work. So we have no food. No kitchen food or commissary. Think what you want but I have eaten paper on occasion when hunger pangs get too severe. When we go to commissary there are only expired items. Out of stock list adjusts so we are forced to use an entire spend to purchase expired items.
Rank: Rank does not make regular rounds. Any request for rank results in a “no.” They refuse to call rank.
Maintenance: I had a leak and a wet floor for 9 months. Toilet didn’t work and sewage backed up in the cell. Not always my own. I had to poop in chip bags and pee in water bottles, which Major Pacheco instructed. They stole my electronics and over $100 in food with receipts. I grieved that. Grievance asked for extension and later said no grievance was filed. I listed witnesses. All 3 witnesses were put on chain to other units. Cameras also show it and Sergeant Durant and Major Miller but no one will replace stolen electronics and commissary food taken without any confiscation slips. Went a year with no light bulbs in dark cells.
Shakedowns: Excessive cell searches. We went through 8 full blown entire building shakedowns in 2023. All rigorous and excessive trashing our cells, stealing with no confiscation papers and lies on some.
Fake drug tests: Shakedowns and cell searched produced nothing. However, they hit us with fake pee cups that many or most failed even though they don’t do drugs and the drugs they supposedly popped aren’t even on this unit. Lab returned passing results on those who follow-up on appeal but by the time they overturn the decision you are already served “punishment.”
Mattresses/laundry: 2 years I was on waiting list for a mattress. For 3 years I have properly requested a clean blanket exchange – denied. During our 8 lock-downs and other various lock-downs laundry only does socks and boxers 2 or 3 times per week. Often same jumps for 6 weeks.
Temperature in cells: Not thermostat controlled. Extreme, and I mean extreme hot and cold. No in between. 8’x12’ cells have 12”x12” square vents forcing hot or cold air. The air flow does not cycle on and off. Blows like arctic blast or like oven at all times. No comfort ever.
Blood: Blood is collected daily. Every day. This is one of the only things they do routinely. Why?
