Dade Correctional Institution - Federal

I am responding to your call for campaign updates concerning the grievance petition for this state that another very talented, gifted, and capable comrade put together to address all of our concerns and conditions in Florida. I, personally, think it is a very ingenious, adequate, and brilliant piece of legal work, and believe it sufficiently addresses all of Florida prisoners concerns and problems they might have been experiencing with the grievance procedure in this state. My hat goes off to the 'rade who established this and I offer or extend a firm, tight, and clenched fist salute for hooking this piece up.

The first time I put this petition into effect in Florida was at Dade Correctional Institution in March 2014, about the officials there not acknowledging, not sending me a receipt, trying to ignore or disregard, and not answering certain grievances. The Asstistant Warden for Programs, Mr. J. Williams, called me out personally to his office and told me if I ever had any of these kind of problems again, to just come up to his office personally and if any other staff member asked or tried to stop me just tell them that he sent for me or told me to come up there and he would cover for me - and then he would personally hand deliver to me a copy of the receipt and log number or account for whatever the discrepancy was to make sure that I got a copy of it and received a response to the grievance. Needless to say, I didn't have any more problems or didn't have to do this anymore and all of my grievances were responded to in a timely and legitimate manner.

I also received a letter from the Office of General Counsel, for the Secretary of the Florida Department of Corrections (FDOC), acknowledging receipt of said grievance petition and informing me that he was looking into my allegations and directing the grievance coordinator in Central Office (Tallahassee, FL) to investigate it.

Since that time, I have also shared a copy of this petition with various other prisoners for their review and use to solve, initiate, investigate or inquire into their problems with positive results. However, as you know, I have also recently just re-filed this petition again at my present facility (Wakulla Correctional Institution) concerning another issue and am currently awaiting their reply, response or reaction. Will, again, keep you posted and updated.

So I would like to encourage, promote, motivate, inspire, and advise all prisoners in the state of Florida who are experiencing any kind of problems with the grievance procedure in this state, or who are not having their grievances acknowledged, receipted, accounted for, and answered to please send for their copy of this much-needed petition. A firm, tight, revolutionary clenched fist salute to the author of this grievance petition in Florida.

[CORRECTION: The comrade making the original inquiry updated us to say that the problems of having to pay for visits and the DOC taking 10% of our accounts did not happen at Moore Haven Correctional Institution, but rather at South Florida Reception Center (SFRC), Desoto Correctional Institution and Dade Correctional Institution. They were charging prisoners $1.00 for every disciplinary report and $5.00 for every prisoner that was put in confinement or segregation.]

[In November a USW comrade in Moore Haven Correctional Institution in Florida reported that the prison was taking 10% out of prisoners commissary or trust fund accounts each week and that they were being charged for family visits. The article below is a response to that report.]

This is the second time that the Florida Department of Corrections (FDOC) has tried to impose these despotic demands that I know of. The last time they tried to steal prisoners' money three ways: 1) charging prisoners $1 for every disciplinary report (D.R.) we get, 2) charging prisoners' families to come visit us, and 3) taking 10% out of prisoners' commissary or trust fund account. This was attempted at Okeechobee Correctional Institution.

In response to prisoners' complaints the captain went around to all the dorms and lieutenants at count time and claimed they did not know where the proposed memorandum came from but FDOC headquarters in Tallahassee told them they know nothing about that memorandum, they did not circulate it, and it's bogus and will not stand.

Rest assured that Tallahasse does know about the memorandum at Moore Haven CI. They tried it at one prison and it did not work so they are trying it at Moore Haven because (a) it a private institution run by Corrections Corporation of America, and (b) are short-timers. They are trying Moore Haven because they feel they have more to lose and don't know this trick has been tried at Okeechobee CI before.

Here is how we defeated Tallahassee and the institution. At least 98% of the prisoners filed grievances saying that their family was being subjected to robbery and racketeering. This is organized crime against prisoners and their families under the RICO Act, committed by the government against its own citizens. Then prisoners had their families on the phone to the secretary of FDOC, Governor and state representatives raising pure hell about the way they were being unjustly treated via extortion and harassment by FDOC. The last powerful thing we did was had a sit down strike like good old Martin Luther King Jr. Thus everybody would not leave the dorm. That worked so good because 1) it's non-violent, 2) it stopped all work production, 3) there are not enough confinement cells to lock everybody up in, and 4) it's hard to justify locking a bunch of people up because they and their families refuse to be abused by the government. The sit-down strike got FDOC minds right real fast.

MIM(Prisons) responds: This comrade asked about the progress on the grievance campaign in Florida as well. Yet h story above seems like the greatest example of a grievance victory we've heard from that state. Turning grievances into campaigns is about mobilizing the imprisoned lumpen as a group. That is the only way justice can be enforced. It is part of building unity of all oppressed people to end the injustice that is inherent to the imperialist system, and creating a better world for everyone.

I am a prisoner currently incarcerated in the Florida department of corrections. At this time I'm being held at Dade Correctional Institution, in the mental health dorm transitional care unit.

This unit is for prisoners who have had, or who have developed serious mental health problems. This place is supposed to provide treatment such as counseling, one-on-one therapy, groups, etc. And it does that, but only to a bare minimum.

I am writing this because the prisoners here are being neglected. Not so much the ones who have good sense left, such as myself, but the severe cases of the prisoners who are so far gone they've lost touch with reality; the ones who are truly mentally disabled.

I've been writing grievances about this neglect, but the FL DOC has this rule that if the incident does not affect you personally then you cannot grieve the issue. This makes no sense to me at all. Some of these inmates are gone, and cannot grieve when they are done wrong.

There's an incident here that I continue to grieve of a prisoner who sleeps in the cell across from mine. This comrade has nothing in his cell except his being and a set of blues. He has no mattress, blanket, sheets, nothing. This guy doesn't talk at all. He makes noises sometimes that have no reasonable meaning but that's about it. He's lost to the world and he is mentally unstable. He cannot ask for these things, and he definitely cannot file a grievance. So this prisoner must continue to live like this because of some stupid rule that the DOC made up about this not affecting me directly.

There are a lot of prisoners here who are being literally warehoused. There are guys here who haven't taken a shower for months. They don't ask so it's not offered.

This is a mental health dorm. The staff are suppose to be helping these prisoners who cannot help themselves, and instead they are ignoring them.

I, fortunately, cannot be ignored. My mental health issues developed from doing long periods of time in close management settings (control units). I admit I became weak in a way. I picked up a bad habit that eventually turned into an addiction: self mutilation — I'm a cutter. But I am not beyond bouncing back. I do time how I want to do time. And that's the way I'm comfortable right now so it is what it is. I've got good sense though, trust that!

I'm going to continue to write up everything that I see these pigs here do, and I'm writing everything they're not doing up too. Someone will eventually listen. They cannot run a mental health unit like this. I'm going to keep on fighting for our rights until something is done.

MIM(Prisons) adds: Health care in prisons across the U.$. is terrible so it's no surprise to hear about the lack of even basic care in these Florida Mental Health units. We are also not surprised to hear the effect that long term incarceration has had on this comrade, leading to self mutilation. This is a good example of capitalism causing so-called mental illnesses. In reality, we should call these torture illnesses, as they are a direct result of torture in prisons.
