California Substance Abuse Treatment Facility and State Prison - Federal

I am being transferred to another prison for inciting the whole entire population with a statement that said i am an ‘Illuminati Killer.’

I’m out of their established isolation unit and now being housed in a quarantine housing unit. The housing unit is a 300 cell living unit, double cell. There are probably 30 individuals scattered throughout the entire facility/unit. All individuals housed here are from several different institutional facility yards. None are General Population(G.P.) that i know of.

SATF (Substance Abuse Treatment Facility) is bleeding the state for medical benefits, like claiming this building as a medical facility, under the guise of COVID quarantine. But the administration is using the building as an isolation unit. All of the guys housed here are said to be in transit, transitioning from some place to another, but on the cool they all are trouble makers of the California Department of Corrections and “rehabilitation” (CDCR). We get zero yard, zero dayroom, zero facility activities like law library, education, canteen, vocation, etc. They terminated all of our privileges except for writing a letter. And if one doesn’t have postage stamps, it sucks to be you.

The current CDCR 602 [grievance form] is being remodeled thanks to the San Quentin Prison Law Office’s latest negotiation to the Armstrong lawsuit against CDCR to wire the institutions for cameras and microphones to protect the disabled prisoners being abused by pigs and covered up by crooked administrators trying to protect their skeletons from being leaked to the public.

So chances of getting a 602 going anywhere right now is more slim than the yester years.

Rumor has it that a pig killed emself not long ago, due to state layoffs. So the bull shit is in the air. Free staff are refusing to come to work in support of the California Correctional Peace Officers Association (CCPOA) work strike against prison closures. The attitude is that prisoners ain’t got shit coming right now at SATF. And if they try pushing the issue, then label them a gang leader and transfer them into an active gladiator environment.

The cadre here are educated to concentrate on being released. Don’t bite into the pigs provocation. They are doing everything they can to prevent us from seeing that free society because they understand the power that we have with zero attachments and very little loyalty to what they are loyal to. Leaders are locating Agent Smith in their comfort zones, gyms, churches, restaurants, etc and revisiting some very awkward conversations that originated on the prison yard.

All Power to those who deserve it, all those who fight for it and all those who know. The hunger strike at the California Substance Abuse Treatment Facility (SATF) over conditions during the COVID-19 pandemic is still alive. Though the leaders have suspended the starvation act of the strike, our workers strike remains alive. We determine that our Covid Intervention Statement remains relevant as an organizing tool to those involved in the struggle to force the transparency of California Prisons. It’s sad that it takes individuals to put their life at stake before the public can have knowledge made known of the conditions we suffer. But it is how it goes within the belly of the beast. Leaders plan to resume the hunger strike at a later date of 2021, and will notice at the point of strike.

We suspend our strike solely because the conditions began to take a very unhealthy turn, with little adequate record keeping power of the families and supporters to know just what is happening with the healthcare of the leaders. By no means do we want our suspension to be construed as a resolution of our DEMANDS being met. For there can be no talks of SATF Administration meeting strikers’ DEMANDS when SATF and CDCR Director Connie Gipson fall silent to ANSWER to the statement of prisoners at SATF hunger striking. They do not deserve this sort of CREDIT.

The conditions of building 2, where prisoners receive showers every 72 Hrs. Laundry exchange, including sheets and pillow cases are unknown to any other living units. And Phone calls have been consistent to once per week. Meals remain served cold. Showers remain dirty, standard of PPE remain poor, and the package officer L.A. Alvin is said to have been rerouted to G Facility Gym 2 weeks ago. For 3 days packages were issued, and then they were stopped.

The more pressing issue is testing and quarantining prisoners, that first DEMAND. It would seem that SATF has engaged in testing, hence the report of the outbreak. The high numbers serve as a focal point and evidence of the need for families and supporters of prisoners to mend broken relations between one another and unite against this human rights disaster. The hunger strikers recognize the support the public gave, and we say that though SATF and CDCR fall silent to answer the DEMANDS of the strikers, members of the public did not fall silent. Members of the public stood in solidarity with the strikers, accepting the terms of which we testified to be true, spreading this as high as the State Capitol. We rest in recovery from the loss of body weight, consequent to starvation. But we know that there are members of the public who are now directly connected to the struggle here at SATF in the Valley of Death’s shadow.

In the question of what it is that leaders achieved in starving themselves in this ACTION, we won the fight to silence prisoners by the noise of CDCR Covid scheme operations. We raised awareness in the Valley in solidarity with other prisoner leaderships in prisons across California, that CDCR’s failure to protect the imprisoned population where Covid is concerned is unacceptable.

A public stage has been made available to prisoner leaderships in the shadow of Death Valley, where once it had gone silent. The CDCR culture known as the ‘Code of Silence’ cannot rule where there are members of the public willing to speak out and ACT out in criticism of the state, its departments’ bureaucracy and the ACTIONS of its agents.

The REPUBLIC and SOVEREIGN will of individuals, independent of the state, acting in collaboration with WE who struggle for human decency against all odds.

WE together born about a culture that ushers a future where redemption is real. Reconciliation is possible, and reparations are as simple as a public admission of guilt, an apology and plan of action to make right said wrongs.

This is what we struggle for. NO MORE SILENCE, give us answers. The supporters of the strike have done great in raising awareness that here at SATF there are those who have starved to improve the conditions within CDCR as it relates to Covid. We have established court in the streets, now we will begin releasing our AFFIDAVITS and MOTIONS for orders against these FACILITIES, like SATF. COMMON LAW RULES everywhere in AMERICA where the CRIMINAL JUSTICE SYSTEM fails. All that is needed are a few FARMERS who can teach how to GROW and provide WORK to the UNEMPLOYED, for there remain WE who will WORK for food, and stock inner-city community food banks. A few BAILS BONDSMAN willing to perform CITIZENS ARREST of ASSETS LIQUIDATABLE in PERSONAL DAMAGE CLAIMS of PRISONERS, against correctional staff and healthcare personnel for COVID ATTACKS.

What the PIGS are doing to us is equal to a carrier of COVID intentionally coughing in the face of someone who hasn’t been exposed.

It’s assault and battery.

We will begin putting out BENCH WARRANTS for offenders, and from here on out the PUBLIC OPINION will decide their FATE. COURT is in the STREETS.

THE FAILURE OF CDCR HAS BEEN ACCEPTED AS AN ACT OF WAR AGAINST WE PRISONERS.

Right now we need our supporters to help us get our health back up so that we can make our next strike. We can use whatever folks can by making a deposit into our inmate trust account.

As of today [20 November 2020] this is day 22 of this hunger strike that [2 members of the local USW cell and one other comrade] have been on at CSATF D-Facility. Reason that we’re on this hunger strike is for CDCR, the state of California and the Governor of California Gavin Newsom’s failure to protect us prisoners from any harm.

Our strike has been reported on by ABC30 through a group called “Oakland Abolition and Solidarity.” Our 3 demands are as follows:

1. Universal, voluntarily applied testing and treatment for COVID;

2. Return of safe program and basic necessities, namely: Law library, telephones, showers, dorm cleaning supplies, hot meals and canteen;

3. Create mechanisms of accountability by which independent family and supporters on the outside have visibility on CDCR’s plans and actions during and after an outbreak like this.

This facility is locked down and all means of congregation have been canceled completely. The program has been such since early April 2020, but has become more dire since July. Meanwhile, like other facilities in California and across the country, staff regularly interact with prisoners with no mask on and are the source of the virus for those of us locked in these cages.

The overall population has been in a state of panic, fear and complacency. But leaders have been on hunger strike since 29 October 2020; abstaining from all hard/solid foods. This includes meals offered by the Department of Corruption and the institutional canteen.

The brothers here are still putting in work and continuing their studies.

We continue to try to keep abreast of developments in relation the Non-Designated "Programming" Facilities (NDPFs). And while MIM(Prisons) and USW have seen this as a potential opportunity to push our campaign to breakdown divisions between G.P. and SNY, most of our readers have recognized the integration as an attempt to create violent situations by the state.(1) Below are some reports that we have received recently on how this is playing out on the ground.

"I am a G.P. prisoner and only want to finish my time with G.P. prisoners. My family feels the same. We are being forced to be put in bad situations where they now have used STG (Security Threat Group) status. On 15 February 2019 me and many others were not part of a riot at RJ Donovan in San Diego. We have been in Ad-Seg ever since; limited to $55 at the store, 1 hour behind the glass no contact visits, three hours every other day yard, every other day showers. Locked all day in a cell. No disrespect but my family wants me to program as a mainline G.P. prisoner and not abuse the system like EOPs or SNYs. They all have their own real problems that I would like to remain away from."

We're not sure what this persyn means by "abuse the system like EOPs or SNYs." But we will reiterate that we do not take sides here. We have very good comrades in all types of prisons in California, and there is all kinds of bullshit happening in all places, as comrades in this issue of ULK allude to. Last issue, we heard the other side of the coin where more conscious comrades are being sent to NDPFs as a form of punishment.(2) While many NDPFs are not succumbing to the inter-prisoner violence that everyone feared, conditions are still problematic, and "programming" is reportedly non-existent.

"I was transferred from Centinela level 3 to SATF level 2 50/50 yard or so-called Non-Designated Program Facility (NDPF). Well, I will say the transition from SNY to an NDPF was an easy one here at SATF, but to call this a program facility is a stretch. They run a split tier type program, and night yard or dayroom is non-existent for the most part (on F yard, I don't know about the others). If they run program at all, it won't be until after 8pm to 9:15 with only 2 phones. It leaves only 8 sign up spots for 88 people so you can see the problem when you only get 3 night dayrooms a week. Prop. 57 said they were sending lifers to level 2 for more access to family and more program, well this isn't happening, not here anyway. Our MAC chairman just becomes a yes man to the free staff.(3) As you know, when you limit someone's family contact it causes stress and stress leads to violence. All of this is an easy fix but it doesn't seem to be going in that direction, not here anyway."

Finally, we heard reports on 15 August 2019 of a riot in Soledad State Prison in other press outlets. There were a reported 200 prisoners involved, 60 injured, and 8 had to be taken offsite for medical attention. Supporters in touch with prisoners at Soledad blame the practice of "gladiator fight" setups, where prisoners who are known to have beef are let out of their cell one-by-one to recreation. We have not read of Soledad being a NDPF, but we have never had much of a base there either.

As we approach September 9th, we reiterate the call for peace and reconciliation in California prisons. Though comrades will not get this issue of ULK until after September 9th, this struggle to weaken the biggest divide among the imprisoned lumpen in California continues. The Agreement to End Hostilities was a step in the right direction, and we must keep moving that way by including more sectors of the prison population into the United Front for Peace in Prisons.

In the February 2019 issue of the SF BayView there was a headline that read, "California Prisoners endangered by forced merger of Snitch Yards." And it dawns on the world, how can a prisoner in the prison state capitol affect change on a national, and international level, if they can not find unity as a population suffering under the exact same conditions of: Police Brutality, Don’t ask Don’t Tell, Code of Silence Policies, Corrupt Administrative Justices, and Counterfeit Social Justice/Prison Reform Advocates. Prisoners in California suffer, as a whole, under these conditions, yet the leaderships of the most politically advanced wrestle over popularity contests between who is "active" and who is non-active, who is with the business and who is not. Just what business is it that defines whether a person in prison is active or not? Is it not the Freedom of All Persons in Prison we struggle for, or is it but a select few?

Aren't we all political prisoners, under these current conditions? Of course, there are those amongst the population of prisoners who are deserving of a bit more popularity than others. Those who carry the publicity of high profile cases as social justice activist, militants and radicals. All in all however, do we not share the similar suffering under this condition called imprisonment?

In California, leaders must really mature themselves and their followers to the level of love and reconciliation, this be prisoners and former prisoners. The time is: N.O.W.

Headlines like this one in the SF BayView, designating all Sensitive Needs Yard (SNY) facilities as "snitch yards," are not only mis-leading the public support of the California abolitionist population, but also an abuse of power that promotes dis-unity amongst the prison populations. Prisoner leaderships must be wise in the manner with which we allow for our movement to be represented by members of the public. The most important aspect should be the information that leaders allow to be published on the state of population affairs. It must be accurate information, based on facts, that the leaders use when representing the movement, or its population.

It is a fact, not all prisoners housed at SNY Facilities are snitches. So for the headline, "...Forced Merger of Snitch Yards" to be presented by the SF BayView does a (dis)service, to not only one of the strongest vehicles and stages for the prison abolitionist movement, but it hurts the movement as a whole. What, social justice and prison reform for all but SNY prisoners?

Prisons across North America are faced with a similar issue to the SNY facilities. Those who benefit the most from the all-too-common misnomer that all SNY are snitches, child molesters, sexual deviants, are the law enforcement agencies. This too includes mainstream corporate news reporting agencies. #Fakenews. There are individuals who testified in the event of their commitment offense all over prison, not just SNY. And what is to be said about leaderships within prisons affiliated with drug operations, serving poison to the community, gun violence involving non-combative casualties of peoples, kids, grandparents, relatives? And what about the big homies on the line affiliated with pimping, pandering and prostitution. How many underage homegirls have we condoned being out in the trap after curfew?

Prisoners across the United $tates in the states of TX, OH, LA, AL, NY, PA, FL, VA, NC, and SC have begun concerted efforts to consolidate the various factions of their prison populations, scattered across the board, for the sake of unity. This effort is known as the National Freedom and Justice Movement. If the leaderships, and their followings within California prisons do not cease in their petty quarrels and name-calling skirmishes on both sides, SNY and GP, those who have often been at the center of the global discussions for prison reform and abolitionism might find themselves on the wrong side of history. This is a most sincere call for prisoners in California, whether it be former prisoners, juvenile lifer prisoners, non-violent offender prisoners, level 4, 180 & 270 prisoners.

See, the one thing you all have in common? You’re prisoners. There may be some who hold strictly to the Agreement to End Hostilities while others will develop under the United Front for Peace in Prison. Wherever it be, get in where you fit in and carry love first of all. The movement is larger than all of us, none is without error, thus there must always be room for reconciliation.

MIM(Prisons) comments: The BayView article in question was written by someone, who, despite our disagreements on questions of Marxism, has done a lot to advocate for people in the California Security Housing Unit (SHU) system. The anti-SNY attitude is still the status quo among the lumpen organizations (L.O.s) that were once the main targets of the SHU. And some supporters of those who spent years and decades in those torture cells parrot the disparaging attitudes towards SNY, which peaked at almost one third of the California prison population before the forced integration began.

We stand with the families who are concerned about the safety of their loved ones, and who are exposing the state for using the NDPFs as coercive tools of violence against those who don't just go along with the state's program. Our approach remains one of advocating for and supporting comrades in these NDPFs who are advocating for the principles of the United Front for Peace in Prisons(UFPP). While the forced integration currently serves the state, this is only true as long as prisoners stay divided. By building the UFPP in the interests of all imprisoned people, we can turn this tool of oppression into an opportunity to transform decades-long divisions in the California prison system. We have a long way to go, but some day these divisions must fall.

The latest reports from withing the NDPFs are included below.

A California prisoner reports on integration at California Correctional Institution: In CCI-Tehachapi level III, the prisoners who challenge the status quo are quickly transferred out to the so-called Non-Designated Programming Facilities (NDPF). There they will become targets due to our SNY status. This is how CDCR has been rehabilitating California's enslaved population. If we don't jump when they tell us to jump, or crawl on our knees and hands, we are considered program failures.

The same type of racist rehabilitation that George Jackson found in the 1960s, I found it myself in 2018 at CCI-Tehachapi. CDCR is creating monsters, on purpose. This is why many of us come out hating society and would rather die off than return to prison.

A prisoner in California Substance Abuse Treatment Facility reports on 1 May 2019: Here at SATF-D facility these guys' eyes are wired shut. We have been receiving a flux of prisoners from Soledad and New Folsom EOP facility. These individuals are New Afrikan and Chican@, they come from what are known as mainline soft yards, or 50/50 yards. These are facilities where there is very little to zero accountability to the post-George Jackson structure of prison politicking. Where most mainline facilities there will be paperwork checking (investigations into a prisoner's commitment offense by other prisoners to determine the internal social status of prisoners on new arrival), or orchestrating the ostracizing of a persyn who co-operated with the police in their commitment offense. Although 50/50 facilities are considered mainline facilities, they don't engage in much of this sort of behavior. Now they are being introduced to SATF-D facility, which is supposed to be a Sensitive Needs Yard (SNY).

There have been a few fist fights, but overall the masses don't even care where these new arrivals are coming from. The leaderships within the facility are already on the look out for particular type of behavior. We ain't tripping on an individual's paperwork, one's sexual gender, or activity. Even if one transfers in and is a member of an STG, we are not ostracizing people here. Give it enough time, most guys are rolling it up and having admin rehouse them, rather than come with the police tactics. One of the strongest instruments being used is the United Front for Peace in Prisons statement, the Unity Principle.

I have persynally used the works of Larry Hoover and the "Blueprint from Gangsters Disciple to Growth and Development" by Ron Erwin to spread the truth to all G.D.s, and all who have been affiliated, influenced or associated with and by our movement. From Crips of various subsets like the Five Deuce, One-O-Seven and Seven Four Hoovers. To the Bloods of various subsets like the Black P. Stones, Four Deuce Brims, Anthens, these prison politiks, that are spread by gladiator wars, all have a root. At this local level we are spreading awareness of the liberation struggle of freedom fighters like: Leonard Peltier, Mutulu Shakur and Red Fox Falcon, drawing connections between them and the fathers (and mothers) of our movements.

At this moment in time, one of the greatest things that could ever be happening for the outkaste population of the U.$. of amerika, known as the convict prisoner, is happening right under the watchful eye of the exploiter state. Those who are least expected have begun demonstrating the five principles of the United Front for Peace in Prison, at the first degree principle that peace is knowledge to the L1 cipher of the 5% Nation of Gods and Earths civilization class, hosted by the Ra'Star Far I Prison Ministries (RSF).

Peace amongst the 5% NGE is commonly referred to as an acronym that introduces the concept that: Proper Education Always Corrects Errors. A concept that the parents of RSF, 8PM embrace with the definition of Peace as it is made born-manifest to the universal cipher, of the United Front for Peace in Prisons statement of principles:

"Peace is that WE organize to end the needless conflicts and violence within the U.$. prison environment. The oppressors use divide and conquer strategies so that we fight each other instead of them. We will stand together and defend ourselves from oppression."

As of late, leaders within, [at CDCR, CSATF, Delta] have begun concentrating on the key objective that they are to be organized into a united body of individuals. And so it be. From this determination it can now be seen more clear just what is needed of WE, the populations within populations of the close eyed massive dying giant. We need the Poor Righteous Teachers to unite in an organized fashion to offer scientific solutions to the problems of the exploited prison population.

"Unity is that WE strive to unite with those facing the same struggles as us for our common interests. To maintain unity we have to keep an open line of networking and communication, and ensure that any situation we face is done with true facts. This is needed because of how the pigs utilize tactics such as rumors, snitches, and fake communication to divide and keep division among the oppressed. The pigs see the end of their control within our unity."

Why do we need these Poor Righteous Teachers to unite? Because they are the only hope and last salvation in the upliftment of the original asiatic most oppressed Chican@ and New Afrikan nations. They are those most capable of giving those of WE, the rejected stone, what WE want. And what WE want is that to be FREE by the universal justice of equality, that is Internationalism, which exposes Us to attentions of those at, and like, the United Nations. Attentions that will make known the injustice faced by prisoners in the United $tates where it just doesn't matter how well we serve the time, the wronged is just-us, and we can never be right. WE want Internationalism so that WE can GROW.

"Growth is that WE recognize the importance of education and freedom to grow in order to build real unity. We support members within our organization who leave and embrace other political organizations and concepts that are within the anti-imperialist struggle. Everyone should get in where they fit in. Similarly, WE recognize the right of comrades to leave our organization if we fail to live up to the principles and purpose of the United Front for Peace in Prisons."

In California prisons, and free communities, it has been custom to remain loyal to learning systems and institutions of thought, all up to the point of destruction of self. Whether these systems be serving the groups that lay claim to, and reap economical tax-write off benefits, refusing WE who are claimed for, the opportunity of developing social equality, or not. This culture must be refined with the power of Independence. This Independence gives us the International attention we need to grow. And to grow is to be raised into social equality, so is the attention that comes with social equality, that of Internationalism!

"Internationalism is that WE struggle for the liberation of all oppressed people. While we are often referred to as minorities in this country and WE often find those who are in the same boat as us opposing us, our confidence in achieving our mission comes from our unity with all oppressed nations who represent the vast majority globally. WE cannot liberate ourselves when participating in the oppression of other nations."

Ain't no future in fronting systems that don't unite us. Systems that don't empower us with the tools to FREE ourselves without us having to step on all those who share a similar condition of poverty. Therefore the Gods of this L1 cipher will use our power to develop the independent social media networks that make freedom understood and born. We will invent economical opportunities that build and destroy the culture of defeatistism and abuse that is so prevalent amongst the imprisoned themselves.

14 JUNE 2018 — Uhuru! As of today's mathematics, 14 June 2018, prisoners are being violently pent against one another in a last attempt to interfere with current demands by both the people of California and the federal government to release its ridiculously large prison population.

CDCR, at prisons like the Substance Abuse Tratment Facility (SATF) and Kern Valley State Prison (KVSP), has begun engaging in policy changes that manufacture hostilities between the prison populations. One particular change involves rehousing what is called "mainline" prisoners on yards that are considered Protective Custody (P.C.) yards by force. Now these are not P.C. yards by the standards of the law, Protective Custody. Instead they are Sensitive Needs Yards (SNY). These yards house a combination of offenders/prisoners, including prison gang organization defectors called "drop outs", prisoners with sexual offenses, prison sex victims, victims of exploitation by other prisoners and a wide range of other types.

There are offenders who were/are members of street gangs/organizations whose particular gang has been targeted by the larger gang alliances like the Mexican Mafia. Then there are those individuals who are members of left wing political organizations who struggle against corruption and blow the whistle against crooked cops and politicians in office. Though it has been promoted that all who are housed at SNY facilities are child molesters, police informants, gang traders, etc., this is a lie spread by the police pigs in order to establish the chaos that is being born across California in prisons, CDCR.

Prisons have begun rehousing small numbers of mainline prisoners who are considered the "actives" on facilities that have been established as SNY facilities amongst those who are often mis-construed as "non-active." Because these facilities are not what CDCR claim them to be; an environment with no gang activity and very little criminal violence, these facilities are a melting pot for chaos. There are possibly more STGs on the SNY than on the mainline, as the 2012 Pelican Bay SHU Agreement to End Hostilities was designed to cease gang hostilities and stem criminal behavior for all mainliners. (Mainliners are prisoners who were until recently housed at General Population (G.P.) facilities, but now SNY facilities are considered mainline, as there are more SNY facilities than G.P.)

Let the authorities that be take notice: There are those of us who will not participate in wars against ourselves but instead will bare arms against the agents of oppression, where ever they be. And we know all of you. You who see what is happening but do nothing to protect those of us unable to protect ourselves. Trust that justice will be done on the yard as so in the streets. Your time is no more!

So I'm at California Substance Abuse Treatment Facility. Here, as Africans, we are constantly on race-based lock-downs. We just came up over the last weekend for one day and went back on on Monday 3/5/18 for weapon stock allegedly missing from another building, which has prompted another massive cell search on top of the one we just had on 10 February 2018. All 8 buildings were hit hard as a punitive measure to oppress people of African colors yet again.

There was a race-based lockdown motion filed in 2014 when CDCR was forced to stop race-based lockdowns for something that another person from another race had did.

I'm also having a lot of problems with Inmate 602 Appeals/Grievances being arbitrarily screened out, rejected and or canceled by an Hispanic Appeals Coordinator SSA Ramos. Even when the 602 filed by Africans have valid merits she screens them out or refuses to process them in a timely manner. I'm writing to let you know my parole in March is no longer to be. The K-9 set me up with a fabricated RVR 115 report and possible DA referral. It's total bullshit. This pig says I kicked him in his right shin. I'm right foot dominant, as well as right hand. He asked me to step out for cell search. That would have been the 4th damn time that week. I refused. He said, "you're serious?" I said, "Damn right I'm serious."

Protocol would have been for him and his partner to shut my door and call his sergeant. Instead his partner opened up a whole can of pepper spray on me. I proned out and slid due to so much spray, myself on my stomach out of cell. He started talking smack, he's really a coward. So I turned on my side and said a few pleasantries of my own. He sprayed me some more. Guess he was surprised the first can didn't do its job. Even his colleagues gave me my respect. That pissed him off even more. So of course he clipped me for my TV, fan, ripped some family photos in 3 pieces, and who knows what he did with the others. This C/O has a history for being a dirty pig, and a lot of his co-workers don't like him, not even his Lieutenant.

Needless to say, I'm now in ASU. What this RVR should have been was a simple "obstructing DVR." I would have got that time back, but he had it in for me 'cause I made him look like a punk-ass coward in front of his partner a week prior to this incident. I snatched things he would try to take from me out of his hand, and told him, "before you think of taking things from me you better call all your buddies to do it, 'cause you can't do it with just your partner here." What made him hate on me more is the fact that I'm almost 50, I'm 49 years old and am cut up with a 6 pack. I'm in pretty good shape for a man my age. I'd catch him giving me dirty looks.

I was transferred to California Substance Abuse Treatment Facility and State Prison (CSATF). Me and a companion from the former prison we arrived from knew that we had arrived at a concentration camp that was as shitty of a place as we could have ended up in. One can always tell the make-up of a prison by the writings on the walls of its R&R. If its toilets look like something that one could catch a disease from just staring at, and the pigs search out the property seizing every single object that the average person would assume allowable; face it, you're in hell.

Time has found me here, but since the 30th of March, and there have already been several incidents forced before me, one of which surprised the living world out of me. And this isn't something I say lightly. I am a person with pretty thick skin who would like to believe can handle just about anything. But on 6 May 2017, I was revealed a sign that showed me maybe I am not quite ready to handle it all.

1. I was solicited for murder of an inmate by a California correctional officer.

2. On the date of 6 May 2017, at CSATF, approx. 12:05 p.m. after returning from rec. yard to the assigned living quarters D2-211 to be informed by the cell-mate occupying the quarters with me that the facility unit officer Pano had conducted a punitive cell search of the quarters in response to the cell-mate's failure to return to the living quarters in a timely matter, having my cooling fan confiscated.

3. The cell-mate mentioned is an XXX YYY ZZZZ, 28-years-old.

4. I reported to the officer in question C/O Pano, who was covered by colleague C/O Barajas — female floor officer — and C/O Martines — male tower officer — where I opened a dialogue with Pano in regards to an explanation for the confiscation/seizure of my cooling fan; at a time when the temperatures of the living quarters are rising to high levels.

5. C/O Pano replied that the objective of the search was to "give him the attention that he was looking for" referring to XXX YYY ZZZZ.

6. I notified C/O Pano that I had nothing to do with him and XXX YYY ZZZZ problem, and it was unfair that I'd had my personal property confiscated as a result of another person's actions. I informed this officer that I would not be held accountable for another prisoner's actions unless he was somehow asking me to rectify the problem between him and XXX YYY ZZZZ by "handling it."

7. By "handling it", I for all intents and purposes meant to do bodily harm to XXX YYY ZZZZ, as physical force is the only power I have over another, to harm an inmate — being an inmate myself — I went so far as to describe "bashing his head into the wall", as to getting a clear understanding to the degree of violence that officer Pano smiled at me and said, "You know how it goes, it's just business."

9. But I didn't "know how it go." I am not accustomed to officers soliciting my service to do harm to another inmate. Though I have experienced in the past, officers of CDCR attempting to incite violence between myself and a cell-mate out of retaliation for a cell-mate's misbehavior. [Officers conducted a punitive cell search of my assigned living quarters, destroyed only my property and then informed me that it was because of my cell-mate that the nature of the cell search transpired as it did, hoping I'd take my anger out on him, See, KVSP-APPEAL-602-0-10-00887]

10. I am a political prisoner freedom fighter with many years of experience in dealing with crooked officers who abuse their power, invested into both badge and seal by the republic of California to cross up prisoners and have them framed for rule violations and criminal charges in the local courts. My particular history can be reviewed in the Superior Court of CA County of Kern, "People of California v. David Cauthen DF010469A."

11. Officers at Kern Valley State Prison made me the target of a physical beat down, while in handcuffs, for my leadership role in a ten man protest on the rec yard. KVSP officials came together in an effort to frame me in disorder to cover up their attack on me. False statements were made in reports used to have me prosecuted by Kern Valley District Attorney Lisa Green, Officer of the Court, in a criminal complaint based on charges of ATTEMPTED MURDER OF A POLICE OFFICER. I spent nearly two years in California's Security Housing Unit defending myself in court on bogus charges.

12. When it comes to the struggle being waged between California and its most advanced political prisoners, I may be considered an expert. Identifying the sneaky tactics of officers/pigs instigating problems amongst the prison population to justify their failure to correct & rehabilitate. I have made it a point to single-handedly lead the charge of political prisoners uniting and holding the state accountable for their actions.

13. I believe it is in a database held by the state that I am who I say I am and C.O.s may and often do access this data for their own personal information. Officer Pano had to have accessed this information to make himself familiar with me as a prisoner with capabilities of committing violence against another prisoner.

14. After standing in the center of the dayroom of the unit, pleading with Officer Pano that as it had begun to get extremely hot in the cells [The staff at CSATF TURNS THE HEAT ON IN THE SUMMER TIME] his decision to enter my living quarters and confiscate the cooling fan used to keep me cool, would be construed as inhumane & cruel treatment. He just smiled and walked away to retrieve the fan.

15. Pano returned the fan, but not without making a smug statement about how I needed to "get at my celly" and how he'd return to confiscate the fan if the particulars of a situation did not check out.

16. I returned to my assigned living quarters without any further dialogue with Pano. Upon my return I opened a dialogue with my cell-mate XXX YYY ZZZZ in relation to his actions having an effect upon my program, bringing about unnecessary altercation with the Babylon, and what could be done to rectify the situation.

17. I informed XXX YYY ZZZZ that the Babylonian officer had acted in a manner that would cause the two of us to be placed in a cross. It was intended for me to act rash in response to the level of disrespect suffered at the hands of both "Ant" and the Babylons, but as a righteous member of the Black Riders Liberation Party and leader of the United Struggle from Within Chapel Group Ra'star Far I, Prison Ministries I would not be puppeted by the pigs.

18. I informed "Ant" that there were two options. 1) The two of us could file a complaint and get paid from the Babylons' willingness to break the law, or 2) we could fight, like the pigs wanted, for the disrespect suffered to my character and make our people look like fools. I explained to him how I aspired to be a member of the African People's Socialist Party and could not in good conscience support the second option and preferred the first alternative. He too agreed and settled for the first option.

19. I immediately got to work drawing up the statement of facts for the entire incident. Once I had concluded my works I took my outcome to the young ndugu "Ant" to read over. To my surprise he lit up and seemed on fire to bring justice to the situation. We agreed that the facts I outlined were best and should be moved forward on.

20. But on the following day, 8 May 2017, things took a turn for the worst. I reported from my work assignment as a Main Kitchen Baker, making about $0.15 an hour :( Upon arrival to the living quarters I discovered that my cell-mate had rolled up, voluntarily removed himself from the yard and was in the process of being transferred to a more safe/comfortable living environment.

21. This young African stole close to $400 worth of property from me and the Babylons helped him pack it up and travel to the program office. The pigs actually inventoried my belongings as being inside of his property and tried to tell me that it was nothing they could do about it when I brought it to their attention. This alone confirmed to me that the Babylon had planted this lost ndugu amongst my ranks to distract my mission and disorder my campaign to unite the prisoner masses.

22. This ndugu was allowed to roll up with a variety of valuables, but what was of a tell-tale sign that the individual was a plant is that he: 1) Took the complaint that I had put together, 2) He stole letters from the latest supporters of my United Front for Peace in Prisons project "FREE KING DAVID" as a means to interfere with communications, and 3) He stole the goods of commerce to support the economical needs of an initiative to finance the subscriptions to: "The Burning Spear," "The 5% Power Paper," "The Final Call," "The Bayview Newspaper," and "Under Lock & Key."

23. After establishing a partnership with the leader of "Peace Behind Bars" to develop a system of exchange inside prisons using photos of women, to remind men what they struggle to be released to, for postage I convinced this brother to begin printing photos for my project so that I can begin accumulating postage stamps, and in turn offer them to the comrades employed by the above publications in order to have the publications mailed in to the yard with hopes of raising the awareness level. I had a total of 50 wonderful photos prices at the least 8 postage stamps alone. Taking care of the bill of one subscription, dues to he who made it possible and postage for a new 50 photos to be mailed. But all was delayed by Babylon.

24. I have submitted the report as a complaint of C.O.s soliciting murder from me as of 22 May 2017. So I trust Babylon will bring its fire. All of this comes right after the announcement published in "Turning The Tide" of my works to move along the United Front for Peace in Prison and a complaint filed at the previous prison against "UNSAFE WORKING CONDITIONS" in support of the 2016 nationwide prison work stoppage. I write this statement to describe to brothers & sisters behind the wire inside Babylon of what staying strong under pressure looks like. When you sign up to join forces with groups like the Ida B. Wells Coalition Against Police Brutality, Anti-Racist Action/People Against Racist Terror, Black Riders Liberation Party, Uhuru Movement and the United Struggle from Within, Babylon is going to bring its death game. We must remain strong under fire and lean even greater on the teachings of the groups mentioned above, and those not, placing the people's principles into practice.

No matter who you are, radiate the teachings and uphold good conduct. Feed other prisoners who wander the path of the freedom fighters and trust in the teachings, not the student. The Babylon will scratch and claw at what it fears threatens its existence as a system of power oppressing the people. All of the above mentioned groups are feared because they bring light to the minds of prisoners, who are essentially the most capable mass of people in the United $tates to free themselves from the strongholds of imperialism.

Educate yourself on the methods of government interference with United Front culture campaigns, that you will be prepared. Both state and federal government agencies will go out of their way (the District of Columbia) in order to intimidate the members. In the newsletter publication of Maoist Internationalist Ministry of Prisons, ULK No.56, there is a story published titled, "No TX pack tactics have worked," by a Texas prisoner. This story really touched me because I know the struggle. It feels like it's all a waste of time, but it's not! I've learned that we won't see the works of our labor filing charges against the Department, but it will be NOTICE.

At the moment the Campaign Demanding that our Grievances be addressed is in a phase where supporters of the campaign in states across the U.$. are familiarizing themselves with the art of serving NOTICE to the office that corruption is taking place. Once prisoners master the art of serving NOTICE, then they will learn to FILE CHARGES against the office with the right people/agency, forcing the Department to make a public statement officially ANSWERING to our charge :)

The comrades being released will then begin holding court with the agents/representatives in the streets. Until then, just keep documenting the corruption until you have a book to release. And you will see the movement that has been here all along. Keep it sharp, keep it tight.

MIM(Prisons) adds: Since receiving this report, the comrade has asked for supporters to call CSATF on eir behalf at (559) 992-7100. Ey is going to initiate a civil complaint. The appeals coordinators are not even processing the appeals, they’re just rubber stamping them. Callers should inquire:

1. Why wasn’t a report filed? A crime occurred.
2. Why was a complaint against a C.O. processed as a first level appeal when it was accepted on its charges of “An Officer Soliciting Murder”?
3. Why was appeal log #SATF-D-17-03418 against SATF Appeals Coordinators for failure to process appeals canceled by a Lt. N. SCAIFE – an officer who wrote themselves into the coordinators office?

As this example paints quite clearly, the campaign to have grievances heard in California prisons, which began over 7 years ago, is a campaign to get the CDCR to put a stop to life-threatening behavior by their staff. The lives of the oppressed nation lumpen are given little regard in this injustice system. Those in power manipulating their wards to fight and kill each other has long been a practice in California prisons to control those who the state sees as a threat. The notorious "gladiator fights" staged by staff in the Corcoran Security Housing Unit is just one blatant example of this. So while the right to have grievances heard may seem like a nicety of civil society, it is more than that. It is about the oppressed having recourse when their lives are threatened by their captors.

Our comrade has already been retaliated against with a transfer for filing a complaint on the above incident, filed by a grievance when the Appeals Coordinator refused to NOTICE the complaint. We expose this case to rally support on the inside and the outside for the campaign for a meaningful grievance process in California prisons, and in all the states across the country waging this same battle.
