Information about these incidents rarely makes it out of the prison, and when it does it is extremely rare that the reports are taken seriously and published. This historical record is important for documenting patterns of abuse, and also for informing people on the streets about what goes on behind the bars.

We hope this information will inspire people to take action and join the fight against the criminal injustice system. While we may not be able to immediately impact this particular instance of abuse, we can work to fundamentally change the system that permits and perpetuates it. The criminal injustice system is intimately tied up with imperialism, and serves as a tool of social control on the homeland, particularly targeting oppressed nations.

Illegal Retaliatory Cell Search

I am a indigent comrade from Texas and I do all I can to help the cause and struggle against the administration. I recently received the state-level grievance petition and mailed it to the Executive Director. Not even 10 days later my cell was searched for no apparent reason. BUT I noticed my legal mail was gone thru without a written I.O.C. from the Warden. Just a lil update.

Now I am in Ad-Seg and unable to get or make copies of the petitions. So I'm writing to request 5 copies of the state petition and also 5 copies of the new follow-up petition written to Federal law. Thank you for all help.

I'm doing all I can to help organize people at the James Allred Unit down here in Texas. But a lot of people only care bout their selves. But I have 85 years to do and I'm down for the cause to help abolish slavery and prisons. I will keep y'all updated if I receive any update on the petition I sent out.

No SASE policy hinders prisoner education

I am writing to inform you that this unit no longer allows us to mail out SASE so that people like you can mail information back in that we request. I don't know if this is being done system wide or just this unit. But I do believe that this move is being made to hinder prisoners being able to get outside help because they know that most people will only send us information to help us legally fight back if we send a SASE. No SASE, no information...because most people can't pay to send every prisoner what they request. They don't want us to be educated to resist by using that mighty ink pen and paper. I just wanted to let you all know what was going on in case you start getting more requests but no stamped envelopes to help with postage.

Hunger Strike at Allred Ad-Seg to Fight Inhumane Conditions

Revolutionary Greetings Comrades!

22 January 2018 - There is a hunger strike going on right now at the Allred Ad-Seg Unit, which is located in Iowa Park, Texas. A lot of prisoners are on hunger strike in protest of the cruel and inhumane conditions which have been allowed to be visited upon the prisoners in the Ad-Seg Unit. The key issues are:

  1. Lack of opportunities to go to outside recreation.
  2. Cold food being served every meal at the Ad-Seg/High Security Unit.

There are a lot of similar problems here at Eastham Ad-Seg and some of the common denominators which allow these problems to continue are:

  1. Serious Shortages of Staff all over TDCJ
  2. Lack of funds to make repairs on anything
  3. Deliberate Indifference and Abuse by uncaring Staff at Allred!
The 85th Texas Legislature which convened in 2017 approved a massive multi-million dollar cut to the budget of the Texas Department of Criminal INJustice. I believe the amount was close to $212 million. There have been numerous unintended consequences as a result of these cutbacks — staff shortages is just one. We have also seen an inordinate amount of prisoner deaths as a result of subpar medical care given by employees of the University of Texas Medical Branch whose headquarters is in Galveston, Texas.

One issue that I'd like to bring to your attention is that prisoners who are housed in Ad-Seg (all over Ad-Seg, but especially at the Allred Unit) are more vulnerable to abuse by TDCJ prison employees because they are more isolated from the general public, the media and their FAMILIES!! Hunger Striking is the last ditch effort to have their grievances heard. This is a cry for HELP! We cannot ignore them.


MIM(Prisons) adds: The Texas grievance process is abysmal, and in most (if not all) facilities, the instructions on how to use the grievance process are not even made available to prisoners. We saw no other choice but to compile this material and distribute it ourselves. So when this correspondent says "hunger striking is the last ditch effort," we can attest to the lack of progress using official channels. Eventually it gets to a point where humyns can't take the abuse and neglect anymore, and the prison admin is only frustrating their attempts to go the "proper" route. Hunger striking is one of the only forms of protest left. We are trying to work toward a society where people don't need to starve themselves to be allowed outdoors, and asserting ourselves, such as in this hunger strike, is one step toward that new society.

Inspired to Act

I just finished re-reading in ULK 53 page 12 "Texas Reform Updates." It sufficiently raised my ire enough to put pen to paper and submit my 14-page memorandum which I had the balls to place into the "Head Warden's" hand personally. I enclosed a copy of the same with this letter.

As a result of that act, 90 minutes later I had a member of the Law Library staff in my cell going through my legal paperwork, devoid of the prerequisite authorization (I-186) of a Warden to do so. Whereas, other copies of my own writings — which I sent out, had duplicated, and returned via the U.S. Postal Service — were filched and used to administer a disciplinary case claiming additional fictitious contraband.

This memorandum outlines in detail how the law library (L/L) is run "out of compliance" with BP-03.81, ATC 020, 030, 050 and the Offender Orientation Handbook (I-202).

Among other things, participants of the L/L, i.e. prisoners, are disallowed the right to vocally interact in assisting each other in legal matters.

Since that fateful day, harassment and retaliation in the L/L has steadily intensified. Not being one to take this illicit conduct, I have sent a copy (oh, about eight of 'em) to various entities akin to "60 Minutes," Texas Attorney General, Texas Governor, Access to Courts (ATC) Administrator, Houston Chronicle and other prisoner-assisting organizations.

A multitude of the L/L patrons had no idea the actual truth of how a TDCJ L/L is intended to be operated and run. The staff are actually obligated to facilitate us (prisoners) in assisting one another in legal matters. Not harassing us for spreading the litigious knowledge — as per the ATC Rules.

I have several Step 2s [grievances] under review and am just awaiting their return so I can initiate State Tort action, because the Federal Courts do not have jurisdiction to make the State of Texas follow their own laws and rules. Only the State can make the State conform to its own rules.

If you think that I'm pissed, you're right! After all, I am convicted wrongfully, and wrongfully convicted in this pissant of a state. Being former military, I do not give in. I will prevail(!!) in getting things straightened out and being exonerated. In the course of accomplishing that, I will altruistically get the L/L in this POS unit to come into compliance with the legislatures' intent and the Board Policies intents too.

Other prisoners in Texas I am certain will have use for my memorandum. Go ahead and offer it up. If we prisoners in TDCJ don't start pulling together we are destined to end up fucked off. Expose these people for what they are!


MIM(Prisons) responds: TDCJ's long-term goal seems to be to hide all relevant policies from the people who are interested in them most, and then just operate its facilities however it pleases. That's why we created the Texas Campaign Pack, and why this comrade sent us eir memorandum to the Warden. If the state won't provide this information, we have to do it ourselves. Exposure and lawsuits are worthwhile approaches, but can't be our be-all-end-all. We fight to not only get the law library back in compliance, but to change society to the point where these problems are no longer possible. We want oppression to become obsolete, and we want oppressed people to have the power to make this a reality!

Medical test results withheld in Texas

I am wrangling with the medical dept about getting the results of recent tests for HIV and HEPC, and also about getting the prescription for glasses that were issued to me about a month ago. I've been getting glasses since 2005 and the prescription has always come with the glasses until this year. When I noticed that the prescription wasn't in the eyeglass case I asked the nurse that brought them to me and she told me to write to the medical dept and it would be sent to me. So I waited about 2-3 weeks to give the blood test results to come in then I sent them an I-60 request form asking for the results of the tests and the prescription for the glasses and was informed that I had to pay for them.

I sent another I-60 informing them that I had paid the $100 co-pay and the eye wear prescription and the results of the blood tests are a part of the service that was paid for but was told that to receive a copy of anything I had to pay. I've written a grievance but won’t receive a reply for 45 or more days.

I was shown a TX grievance guide by someone and would very much appreciate it if you could send me one. I had one from the concerned Christians of San Antonio, TX from 2010 but when I got to this unit the officers shaking down my property threw them away with a lot of other stuff. I need one terribly bad because there are quite a few abuses here on this maximum security unit.

No Law Library Access in Allred Seg

I see in the Jailhouse Lawyers Manual that the prison library should have a state digest for Texas. I have tried to request this state digest but had no luck in receiving it. Since I am in segregation and can't get out, we have to rely on the law library staff to fill our requests and bring it to our cells. Most of the time we don't get anything and the staff will not send us notice of why we didn't get it. I have been requesting the same case for the past 3 or 4 months and have not received it.

Here on this unit us inmates who are in segregation can't get the whole books anymore. We have to request by citation cases only. They got a library holding list that's got all the books but even if I request the master index in order to request the part of the book I need to look through, which they are supposed to photocopy a section of pages to bring to you, they never bring you nothing!

The staff here at this unit law library don't even know key numbers or statute numbers, and don't know most of case citation numbers. I have to ask a number of times to receive the Black's Law Dictionary index so that I may find the part of its pages that I need to research for my case. But never received it.

Allred ECB Staff Provoke Prisoner Aggression

Expansion Cell Blocks (ECB) were designed to hold two prisoners in order to increase unit capacity. But Texas officials have labeled ECB as high security in an attempt to negate the facts and distort the actual security level of the ECB.

In order to justify this use of ECB, in spite of staff shortages and unlawful conditions, the authorities create a hostile environment which conforms to their false reality. Prisoners are agitated to commit acts of violence, create disturbances, or become aggressive, so that the ECB takes on an air of a high security prisoner housing area where sanctions and restrictions are necessary. Sanctions and restrictions enable the ECB to be operated even without the staff they are short. Constant lockdown cameras have been installed to document everything. This expense must be justified. The staff creates incidents for the technology to record. Restrictions begin. Policy becomes practice.

Lights are turned on every time count is taken, food is delivered, or staff feel it is necessary. Prisoners are required to regularly produce ID and are disturbed to the point they are deprived of REM sleep. Cell searches are performed irregularly during the day and throughout the night. A heightened state of anxiety and stress is created. People kept under high levels of stress are known to snap or break.

In addition to this high stress level, prisoners at ECB are provoked by staff. Most lack the capacity to respond to chaos in a rational manner thereby perpetrating the myth of high security and enabling the authorities to further control and empower themselves.

There is a systematic campaign of psychological warfare being waged against prisoners in control units. The evidence proves sensory deprivations experienced in isolation produces extreme states of mind, impulsiveness and irrational behaviors. Statistics show a decline in mental health in prisoners confined to solitary confinement for years. Without stimulation our minds and bodies begin to break down and decay.

Prisoners are conditioned through a system of punishments and indifference to view all forms of resistance as futile. Requests aren't answered. Responses are purposely vague or misleading. Policy is interpreted to undermine prisoner autonomy. The authorities use every tactic available to promote complete dependency of the prisoner and to ensure despondency is total.

All the while the public is being told prisoners are being provided with forms of rehabilitation and that support is given to those who desire to make modifications to their mentality.

Facilities designed to house 1200 prisoners are used to house 600. Prisoners in control units, Ad-Seg or high security do not receive good time, parole or work time. Their sentences are only discharged at their maximum release date. The result is requiring more money to provide for more prisoners and more staff to control them. The goal of the prison staff is achieved.


MIM(Prisons) adds: These long-term isolation cells are a common tool of oppression in the Amerikan criminal injustice system. And we have plenty of evidence of the detrimental effect of this isolation on humyns. Get involved in the campaign to shut down control units to resist this repression in Texas and across the country.

Officers Assaulting Prisoners in Texas

I am writing this letter in an attempt to contribute to the truth and show others that they are not alone in this struggle. I was incarcerated on the Beto Unit before they shut down seg and shipped me here to the Allred unit. I came from Beto with a jacket on my back because while in seg an officer (using a sliding shield panel) slammed and cut the tip of my right ring finger off. A mockery of an investigation was said to be in progress for over a year, and it wasn't until I was here on the Allred Unit that i was informed that the officer involved was not at fault nor would be held accountable.

I had watched others on Beto getting physically assaulted and yet when I chose to fight back (both physically and mentally) I was deemed unfit to be released to general population and sent to the Allred Unit with the aggression "threat" to officers jacket on my back. True enough, I will not allow an employee to ever touch me again without just cause, and yet of late (thanks to my jacket) I have been targeted for frivolous disciplinary forms.

I have faced numerous b.s. write ups. When I go before the disciplinary officer during the hearing it is pointless. The counsel substitutes they provide on this unit to assist and defend us do nothing more than ask for lenience on your behalf. You have to gather your own information, witnesses, and evidence on your own. Even when you prove that the officer who wrote you up is wrong, lied, or is without common sense, you are still found guilty. We are told to appeal such hearing decisions and yet that is to no avail.

I recently had an incident where I was accused of "threatening to hurt anyone who came to get me", "slid out of one or both handcuffs" and "disobeyed to come off of the rec yard." When a camera was present that shows I was in handcuffs the whole time, came and was escorted off the rec yard without incident. Even the accusing officer's verbal testimony at the hearing shows he refuted his own written report. When this was brought up during the hearing I was told to file an appeal to the disciplinary hearing. What a crock! Everything written (in policy, procedures and rules) was totally disregarded for this good ol' boy of theirs.

It has gotten worse now that I'm on 12 building. I have seen an utter and complete disregard for humanity. I have witnessed them running into a prisoner's cell after spraying him with chemical agents, slamming him, beating his head into the concrete, poking him in the eye, and kicking him from head to toe the whole time yelling "quit fighting us, stop resisting." Even the nursing staff (present at the time this was happening), when they perform a physical on you (on tape) will simply state "offender complains of this or that and he has sustained such and such injuries due to his resisting or non-compliance during the use of force".

Texas Prisoner Framed and Provoked

I'm on lockdown at the Allred unit. I've been placed on high security for the time being for assault on a correctional officer. But the truth is I was actually the one assaulted. These cowards (officers) are abusing their authority by participating in criminal activities and covering up their unlawful behavior.

On March 15, 2009 I was forced to defend myself which resulted in physical violence. Sgt. J. Davis approached me on my way to the recreational area and took an altered t-shirt from me and started talking trash to me about a bogus cause he and one of his female officers wrote on me. I tried to plead my case and explain that the case was not legit, because I wasn't nowhere around to receive a case. When the case was written I was in school, but Sgt. Davis continued to harass me. So, I told him that he can write all the cases he wants I don't care, if that's how he chooses to wage war that he was a weak strategist.

Sgt. J. Davis said "Oyea! Well how do you like this!" Sgt. Davis then assaulted me by hitting me in the face with a closed fist, busting my upper lip. That's when I defended myself. I was then assaulted again by another officer named Moore, and sprayed with chemical agent and slammed on the floor. After being placed in restraints and sprayed I was kicked in the face.

Since then I've had all my property stolen, I've been threatened by numerous officers, and been placed in closed custody (high security). I had one officer threaten to poison my food in front of other officers. They just laughed about the shit! I've filed grievances and other complaints on staff, so far the O.I.G. has contacted me, and are currently investigating my claim. I really don't trust the O.I.G., or any other prison authority figure, is there any advice you could give to help me and my current situation?

I do apologize for not writing sooner, but this is why I haven't been able to respond to your newsletters as quickly as I should. Your Under Lock & Key (news you can use) has really motivated me. I need the motivation right now, so thank you, MIM, and the rest of my oppressed brothers and sistahs that contribute inspiring and important information to Brothers like me.

Under Lock & Key makes my time a lot easier, and I'm starting to understand the prison environment a little bit better.

Step up to expose and fight brutality

I am here in the Allred unit in Texas. I was reading a homie's Under Lock & Key paper back in Connally Unit and I would like to give thanks to him for putting me on this kind of work. I was reading that article about Peace in the Streets and I would like to comment on it. It's time to step up and help our people move up in this oppressed world. I've seen a lot of things that go on this side of the walls at Allred Unit.

For example, me and my cellie were going through shake down one day, and before we got to the front I told him not to disrespect them because these pigs are so dirty that they will mess us over. So we went through shakedown and everything went right, and then in a heartbeat this pig slammed him right on the ground with his face down. I told them we need to get medical down here for him and the only thing they said was he asked for it. So that's why I ask my people in the struggle to please not put yourself in that situation because what I have seen in these walls is like what happened to that prisoner Larry Cox in Huntsville TX who died due to shortage of medical staff in 2007.

I think about how many people die behind these prison walls and nobody knows what's going on. It's time to step up because we've been oppressed all this time.
