Prisoners Report on Conditions in

Allred Unit - Federal

www.prisoncensorship.info is a media institution run by the Maoist Internationalist Ministry of Prisons. Here we collect and publicize reports of conditions behind the bars in U.$. prisons. Information about these incidents rarely makes it out of the prison, and when it does it is extremely rare that the reports are taken seriously and published. This historical record is important for documenting patterns of abuse, and also for informing people on the streets about what goes on behind the bars.

We hope this information will inspire people to take action and join the fight against the criminal injustice system. While we may not be able to immediately impact this particular instance of abuse, we can work to fundamentally change the system that permits and perpetuates it. The criminal injustice system is intimately tied up with imperialism, and serves as a tool of social control on the homeland, particularly targeting oppressed nations.

Allred Deaths and Picture Shake Down in TX

On TDCJ’s Allred Unit in the last 3 months there have been 6 prisoner deaths. Four of these were suicide, and there was one suicide attempt yesterday, in which a prisoner was caught hanging before he died. Two prisoners were killed due to incidents stemming from the drug trade.

The main issue pertaining to suicides is the culmination of a multitude of things which all revolve around prisoners being warehoused inside cells with nothing constructive to do, having to deal with guard harassment, along with the other things that come from being robbed of a life.

In an effort to confiscate all the pics/mags of wimmin the admin had begun shaking down peoples’ cells. They did all the population buildings, and during that time auditors from the American Correctional Association came to the unit and reprimanded the wardens saying they were acting against CDC guidelines and made them cease the shake downs. After the audit they tried to resume them, but prisoners had families make complaints to regional director who came to the unit and made sure things were shut down. Those of us in RHU were never met with an attempt to shake us down.

Campaign to Boycott Juneteenth Until Slavery and Mass Incarceration is Ended for All

Texas who is the real security threat group

Dear fellow prisoner,

This letter is being sent to you on behalf of Texas TEAM ONE, a prisoner-led organization committed to organizing us captives of Texas as a class, and collectively struggling for human rights. While We do not believe that the fight behind enemy lines is Our end all and be all, We do believe and hope that by inspiring the masses of TX captives to collectively organize, learn and demand their rights, along with establishing independent institutions for Ourselves, that We can slowly but surely develop Texas Department of Criminal Justice(TDCJ) into a quasi-university, turning masses of socially alienated delinquents into empowered activists for change, productivity, and revolution.

To begin this process of ‘transforming the criminal mentality into a revolutionary mentality,’ We need YOU to join your fellow prisoners in mobilizing the masses for collective direct action.

As you may know, Juneteenth has now been made a federal holiday in amerika. On this day many will sing the praises of Our oppressors or otherwise negate the reality of the lumpen (economically alienated class), that according to amerika’s 13th amendment We are STILL SLAVES. While We do not wish to nullify the intensity of the exploitation and oppression that New Afrikan people held in chattel slavery faced, We must pinpoint to the general public, those upcoming generations of youngsters looking to follow Our footsteps, that to be held in captivity by the state or feds is not only to be frowned upon but is part and parcel with the intentions of this amerikan government, and its capitalist-imperialist rulers. We say NO CELEBRATING JUNETEENTH until the relation of people holding others in captivity is fully abolished!!

Furthermore, as you may also know there has been in recent years a national push to end all forms of extended isolation/solitary confinement. As usual Texas remains stubborn, still holding thousands of us in cages in an inhumane and illegal manner. We, TX TEAM ONE, seek to work with all Our fellow captives to finally bring the torture that is long-term isolation to an end.

Strategically, if We are to ever be able to utilize these prison colonies as cadre-development schools/universities, it is of paramount importance that We remove this tool of repression out of the state’s toolkit. For decades this environment now called Restrictive Housing Unit(RHU) has been used to strategically alienate the best of the best of Our lumpen class. Those who will not capitulate to the destructive and oppressive roll of the state. Political prisoners, writ writers and socially influential captives find themselves in long-term isolation as a form of retaliation, and to maintain the ignorance perpetuated within the daily prison environment. It is past time now that We all, no matter our affiliation or way of life, We must NOW begin to work together to the detriment of Our keepers.

If you like what you’ve read thus far, We ask you to join us in mobilizing the captives on your unit, We are looking forward to Juneteenth 2022. On that day We wanna statewide general strike. Depending on ones level of custody We will organize different plans of action.

If you’re interested in this campaign and wish to take a stand, We need you! Female, Male, LGBTQ, Black, Chican@, Mexican@, White, multi-ethnic! We need all of you!

As We scribe this message We are and have been on hunger strike for two weeks in protest against those above mentioned injustices, along with others. Those of Us Souljahs on the Allred RHU have been battling this system and building our level of experience and organization. We summed up the many lessons learned, and the main one is that We must GET ORGANIZED on a statewide level, pop city to the isolation tombs, as one strong and organized body We can effect change and build Ourselves and those of Our peer group into NEW PEOPLE. If you wish to organize with or under the banner of TX TEAM ONE We encourage you to connect with us directly at the following address: TX TeamOne, 113 Stockholm #1A, Brooklyn, NY 11221.

We Look Forward to Hearing From, and Working With, YOU

Dare 2 Struggle Dare 2 Win

Texas T.E.A.M. O.N.E. 12 Point Program

  1. An end to racist practices and policies that allow prisoners to be held indefinitely in conditions of solitary; Restrictive Housing Unit.
  2. We want ALL STG confirmed prisoners to be allowed the opportunity to return to general population if and when they have maintained a satisfactory disciplinary hystory.

  4. We want those who are in RHU to be allowed the opportunity to stimulate their intellect through literacy programs, education programs, life skills, job training, parenting classes, drug & alcohol treatment, arts/crafts programs, support groups, and the building of unions and political formations, all in accordance with Texas state law (Tx.Gov.Code§ 501.009 - Volunteer Organizations), captives should be free to exercise these rights without state interference or obstruction.
  5. We want ALL discrimination against prisoners to CEASE; this is in accordance with Texas state law (Tx.Gov.Code§ 501.001).
  6. We want an independent agency established that will fully investigate grievances and citizen complaints against the governmental institution of TDCJ and its agents.

Campaign to End Solitary Confinement & Repeal B.P. 3.91

The American reformers who first devised the penitentiary believed that criminals could be ‘reformed’ through solitary confinement, labor and religious indoctrination. The use of solitary confinement and isolation/sensory deprivation began at Philadelphia’s Eastern State Penitentiary in the 1820’s. But what was actually discovered was that conditions of sensory deprivation caused mental deterioration and psychosis. Leading writers such as Charles Dickens and Charles Darwin, upon touring the penitentiary, spoke out against its conditions of mental torture. As Dickens observed: ‘I hold this slow and daily tampering with the mysteries of the brain to be immeasurably worse than any torture of the body.’ The Supreme Court ultimately ruled such solitary confinement ‘mentally destructive’ and outlawed it. It stated,

“A considerable number of prisoners fell, after even a short confinement, into a semi-fatuous condition, from which it was next to impossible to remove them, and others became violently insane; others still committed suicide, while those who stood the ordeal better were generally not reformed, and in most cases did not recover sufficient mental activity to be of sufficient service to the community.” See: In re Medley, 134 U.S. 160, 168 (1890)

Since that time, however, solitary hasn’t ceased. This is even after courts and legislators in the late 20th and early 21st centuries have outlawed even the new and more scientifically designed forms of solitary confinement.

TX T.E.A.M.O.N.E. was founded by persyns who have endured years and decades of solitary confinement in the forms of SHU and Ad-Seg (now called ‘restrictive housing’).

Many modern courts have found the same conditions and injuries to prisoners from confinement in modern control units as did the high court of 1890 in the Medley case (see: e.g. Madrid v. Gomez, 889 F. Supp. 1146 (N.D. Cal. 1995) )

“Many, if not most inmates in SHU experience some degree of psychological trauma in relation to their extreme social isolation and the severely restricted environmental stimulation in SHU.” This court concluded that confinement under such conditions may press the outer boundaries of what humans can psychologically tolerate. The psychological consequences of living in these units for long periods of time are predictably destructive, and the potential for these psychological stressors to precipitate various forms of psychopathology is clear cut. "Another court found that isolating human beings year after year or even month after month can cause substantial psychological damage, even if the isolation is not total. Davenport v. DeRoberts, 844F,2d 1310, 1316 (1999)

As a study on sensory deprivation by a team of 4 Harvard psychologists conducted for the CIA revealed:

  1. The deprivation of sensory stimuli induces stress;
  2. The stress becomes unbearable for most subjects;
  3. The subject has a growing need for physical and social stimuli, and;
  4. Some subjects progressively lose touch with reality, focus inwardly, and produce delusions, hallucinations and other psychological effects.

“Segregation is the modern form of solitary confinement. Segregation inmates are almost completely deprived of the commonplace incidents and routines of prison life. In theory [RHU] is not punitive. In practice, it can only be described as punishing.”

It is with the preceding information that TX T.E.A.M.O.N.E. has been inspired to put Our lives on the line in the most literal sense, by refusing the necessary nutrients for survival, and good health. This coming Black August 21st, the 50th anniversary of the assassination of George L. Jackson, TX T.E.A.M.O.N.E. will be leading the masses on TDCJ’s Allred Unit in a hunger strike to protest and bring attention to the fundamental injustice that is embodied in the mere use of isolation solitary confinement. We ask the inside community to join us in struggle, as We already have a case in the courts challenging TDCJ’s use of the RHU. We ask the outside community to join us in solidarity (solidarity actions will be listed at the end of this pamphlet).

What is BP – 3.91?

Board policy 3.91 has recently been revised and is set to take effect on August 1st. These revisions seek to create an asexual environment in prison. If the penal system has its way, all publications, pictures which may possibly cause arousal will be considered contraband.

While We, T.E.A.M.O.N.E., recognize the needs of some to rehabilitate themselves from what may be considered perverse sexual behavior, the same cannot be said for all, nor even most, prison captives. For factually speaking, each individual has individual needs to the realm of recovery and redemption.

TDCJ, when it benefits their agenda, seems to agree. For, in recent years they have mandated that each captive complete an ‘individualized treatment plan.’ All captive persyns must complete the plan prior to their release on parole, or risk remaining in prison.

What Penological Reason Does BP – 3.91 Serve?

At the date of this writing TDCJ has refused to state any reasoning for this policy amendment. This refusal in itself is unlawful, by the standard set by the Supreme Court’s Turner case.

That aside, since they’ve left the reasoning up to interpretation, let’s interpret it:

Why on earth would anyone want an asexual environment? One where in theory only sexual desire doesn’t exist? We say in theory only because factually speaking, no matter the variations of sexual expression, desire and arousal are as natural as breathing. What then happens when large masses of people are warehoused, cut off from ALL social stimuli, as We are in RHU? Frankly, this act falls in line with historical missions of the american establishment, in terms of genocide, a slow and deliberate de-population of outcasted sectors.

REMEMBER EUGENICS? The selective breeding of persyns in order to weed out unwanted social characteristics that were thought to be found in ones genetics. REMEMBER FORCED STERILIATION of both wimmin and men who were largely held captive, were mentally unequipped, or otherwise considered a liability to the social order. This BP – 3.91 is aligned with this grim history.

But that’s not all! BP – 3.91 will ban any material which depicts a persyn with their face covered! Still in the middle of a pandemic! Enough said!?

Solidarity Actions

Phone-zap: Those outside persyns who’re not local should call the TX Board of Criminal Justice on August 1st (512-475-3250) demanding BP 3.91 be annulled as it has been revised, as it is an unlawful use of prison censorship.

On August 24th, supporters should call the executive director of TDCJ (936-437-2101). On the 24th We will have been on strike for 3 days, which makes it official. Demand that TDCJ begin to rectify its inhumane confining of RHU inmates indefinitely and without meaningful review. Express your support for the hunger strikers on Allred.

Those who are local to this region, We ask to come out in droves to support Our cause via an outside noise demonstration at the grounds of the Allred prison colony. We need and appreciate your support.

Campaign to Stop Censorship of Non-nude Publications and Photos in TX

PHONE ZAP STARTS 1 AUGUST 2021 more info

In the past few years censorship in TDCJ has reached epic proportions. In March 2020, the board on criminal justice enacted new restrictive policies regarding mail correspondence, greeting cards, and receiving monies. After a year of wide-spread resistance to this fascist policy, an exposé was written by Kerri Blessinger of the Houston Chronicle’s criminal justice department along with an inside comrade of the National Freedom Movement - TX Chapter.

The public outcry that resulted from this article which spoke specifically to the denial of greeting cards, moved TDCJ officials to annul this restrictive policy and now captives are again allowed to receive cards.

If the story ended there, things would be all well. Unfortunately, TDCJ officials have sought to retaliate against the prisoner population by instituting even more arbitrarily restrictive regulations.

Set to take effect on 1 August 2021, the newly amended Board Policy(BP) 3.91 will effectively ban ANY/ALL publications, photos, drawings, and images that We could possibly receive. This amendment bans any items showcasing thongs, lingerie, buttocks, sex toys, or bodily fluids, as well as photos that hides someone’s face.

Nearly all publications and photos one gets are subject to this rule. Harmless publications such as US Weekly, OK, National Geographic, Muscle Fitness, etc can/will be denied due to this rule. Accordingly, this denies TDCJ captives their visual stimuli, in the case of isolated captives in RHU/solitary such persyn will have NO visual stimuli at all.

The politicized prisoner collective known as Tx T.E.A.M.O.N.E. is calling ALL prisoners in teKKK$a$ to join Us and the souljas on ALLRED seg in Our campaign. We are striving to amass 75,000 grievances on this issue. Included please find a sample of a step 1, shortly We will distribute a step 2 and a petition to be sent to TDCJ Director of CID and the Chairman of TDCJ. We must showcase a show of solidarity as teKKK$a$ captives.

Offender Name:____________________ TDCJ#___________________ Unit:_________________________ Housing Assignment:____________ Unit where incident occurred:______________________

who did you talk to?_________________________When?________________ What was their response?________________________________________________ What action was taken?________________________________________________ sample: BP-3.91, amended on 6/25/21, goes into effect on 8/1/21, and effectively bans ANY/ALL publications, photos, drawings and images that we could possibly receive. This edict is in direct violation of our First Amendment rights against censorship, and fails to satisfy the four-part Turner test as TDCJ officials have failed to justify this policy.(see: TURNER V. SAFELY, 482 U.S.78(1987))

TURNER QUESTION ONE: Is the regulation reasonably related to a legitimate, neutral government interest? These magazines are non-nude, and are commonplace with no age requirement to purchase them. Thus, TDCJ cannot possibly believe such magazines may cause disorder or violence, or will hurt a prisoner’s rehabilitation. Prisoners have a right to non-obscene, sexually explicit material that is commercially produced, MAURN V. ARPAIO, 188 F.3d 1054(9th Circ.1999).

TURNER QUESTION TWO: Does the regulation leave open another way for you to exercise your constitutional rights? No. As an Ad-Seg inmate, the only visual stimuli we receive are pictures and magazines. Yet the very images that are being banned are the EXACT same content any observer can see on TV. Newspapers have circulars with bra sales, etc. Effectively banning those as well. BP-3.91 destroys our ONLY visual link to the outside world.

TURNER QUESTION THREE: How does the issue impact other prisoners, prison guards, or officials and prison resources? BP-3.91 treats ALL inmates, especially Ad-Seg, like sex offenders and pedophiles, creates unrest throughout the prison population, and punishes non-sex offenders, while GP sex offenders still see images that arouse them on TV. It punishes normal inmates while missing the intended targets.

TURNER QUESTION FOUR: Are there obvious easy alternatives to the regulation that would not restrict your rights to free expression? Yes. Restrict these BP-3.91 original to the Grievance DEPT. on (date) copy to my records BP-3.91 is too vague, encompassing a littany of correspondence (see: Alello V. Litacher, 104 F. Supp. 2d1068, 1045-81(W.D.Wis.2000) which struck down similar ban). BP-3.91 actually says, “Any photo that conceals or hides the face of the individual photographed in a manner that prevents identification of that person.” What penological interest does this serve? And during a pandemic when people are still wearing masks?

Action Requested: That the DRC and TDCJ repeal or annul BP-3.91 in its amended form as it does NOT pass the supreme court’s TURNER test.

ALL TDCJ inmates should file a grievance on this issue, it affects all genders and sexualities as pics with an erection will not be allowed. The paper trail begins now, and We may have to file a class action on this issue. By all means, COMBAT GENOCIDE!!

UPDATE: Grievance officers here are saying this is not a grievable matter. THIS IS NOT TRUE. We suggest that if others run into this problem they should write i60 informing the GR.DEPT that the Offender Grievance Operations Manual (OGOM) says that policy is grievable, due to the fact that We are grieving the unit’s interpretation of the new board policy. Prisoners should also see Thornburgh V. Abbot, 490 U.S. 401 (1989). Be sure to attach the returned step 1 to i 60.

Here officers are also saying that we can’t grieve it because the policy isn’t effective yet, and we can do so on 8/1 when policy goes into effect. This policy must be resisted on all fronts on all units. [By the time you receive this it will be in effect.] A separate, more extensive petition has also been submitted to the Deputy Executive Director and a phone zap was scheduled to occur on 1 August by outside supporters.

Prisoners Petition for COVID Testing and Freedoms in Texas

We here in High Security (cool-bed housing) wrote about 40 or 50 letters to Warden Smith asking to be allowed 30 prisoners in the day room and also to be tested for COVID-19 antibodies. We made several copies and spread them around to have them signed, then we collected them and sent them to Warden J. Smith and he actually wrote back and said that he was assessing our request. So we then filled out close to 20 step 1’s [grievance forms] and passed them around. It is not known how many actually sent them in?

All we are requesting is to be tested for antibodies because we believe that the way COVID moved through this building, there is almost no way we did not all contract the virus and obtain “herd immunity”. That may have been their plan all along at this unit, but they should at least admit it to the families of those who died. Two prisoners died on this wing and 4 went to the hospital in 30 days. This pod only holds 62 prisoners so that’s a substantial amount! Most of us had symptoms but didn’t report them for fear of being locked in our windowless cells longer. My Celly had it and they took him out and never told me. I only recently saw him because he has been in the infirmary for almost 2 months. He said he almost died.

We want to be tested for antibodies so that we know who is still at risk and who has obtained resistance to the virus. I also heard that they do not know the long-term effects of this disease and that it has been noticed that it may negatively impact the vascular system. My leg has been swelling up since September, so I’m having vascular issues and it would be good to have good information so that doctors can better be able to treat us.

After submitting our Step 1’s on October 20th, they did random COVID testing unit-wide on November 10. But they did not do antibody testing which they have been advertising on the radio for “free”. I am going to step 2 [appeal] it until they test me for COVID antibodies. They do Hep C and HIV testing, they need to do COVID antibody testing but they don’t want to because it will show how unprotected we are here. And possibly make them liable in some way? Anyway, we are doing what we can. They have lifted some restrictions, we can go to religious services now and I’m in school.

UPDATE: I just got another step 2 back that ignores my complaints and steals my documents. My step 2 was missing it’s 2 pages of attachments. I know I shouldn’t be so long-winded but I was letting them have it! I’m going to do what you suggest in your Texas Pack and grieve the Investigator for not investigating & destroying documents. This is the second time this happened with a “medical emergency” grievance having to do with staff not following safety protocols with regard to COVID.

They never did conduct proper lockdown/quarantine as they took prisoners out of quarantine on a daily basis and took them to the medical dept on the 2nd floor so that medical staff did not have to wear full PPE and they contaminated the medical department by bringing in COVID-exposed patients. Being in High Security, our housing areas are equipped with medical triage rooms on every housing area but they never did use these rooms. They have sinks, paper towel & soap dispensers but medical would never use these things. They spread the virus by touching multiple prisoners with the same gloves or unwashed hands when they dispensed insulin shots twice a day. I’ve filled grievances for 2 years straight and have never gotten anything but outright lies and denials of fact. It frustrates me to no end. Could you please send me your Texas grievance petitions?

MIM(Prisons) adds: While data so far is promising, medical researchers are not yet confident in saying how resilient resistance to COVID-19 will be among those who have been exposed. So it is unlikely that antibody tests will be used to allow for more congregate activities in the near future. However, vaccines should allow for such group activities. It is important that prisoners receive vaccines immediately, not just to return to normal like everyone else, but because they are at a much higher risk for infection and death from COVID-19 than the general population.

This report reiterates the failures of the current system to be accountable for how it treats the vulnerable. As comrades organize for immediate demands during the pandemic, they must also build independent institutions of the oppressed so that we can ensure humyn needs are met in the future.

Hunger Strike in Allred Unit Wins Promise of Phone Contact with Family and Friends

[UPDATE: Phone Zap/Petition campaign targeted around 14 September 2020]

I would like to update you all on what’s been transpiring the last month here in tekkk$a$. The last time i wrote i believe i mentioned my organizing of a hunger strike. We were initially set for the national date of Black August 21st through Bloody September 9th. However, due to the advent of the social uprisings in the wake of George Floyd’s lynching, We collectively decided to begin on the imperialist’s independence day. Due to receiving word thru inmate moles and rats, the Senior Warden Jimmy Smith, called one of our committee members out along with another participant. This committee member laid our just demands down. The most immediate of which was access to communication with loved ones via telephones being put on each dayroom. (This is for isolated-solitary-restrictive housing) and an alternative to visitation (video visits) and TV for audio/video stimulation, rehabilitation, education, cultural socialization classes or functions, and a clear path for release from isolated solitary RHU confinement. In addition, there were a few smaller, in-house demands. These were the main ones though.

Of course the warden attempted to negotiate without us actually striking. This was 1 July 2020. The committee member wasn’t hearing it. On 2 July 2020 all phones (in general population) were suddenly out of order. Of course this was a tactic by the fascist pig power structure to keep this in house as much as possible. We committee members were ahead of them; 2 weeks prior, we had provided 250 stamped envelopes, written memos, and passed them out at 30 a piece on five out of six total pods. These went out to an array of media outlets.

On 4 July 2020 we began with 141 hunger strike participants out of about 600 prisoners on the building. This was a multi-national, multi-organizational collective campaign. The committee is composed of 2 Chican@s, 1 New Afrikan and 1 Anglo-amerikan.

On 5 July 2020 Gang Investigators (G.I.) searched every strikers’ cell. It was merely an intimidation tactic, because all they did was inventory the commissary for those who had any. 2 people ended their strikes for the time being due to not wanting the G.I. in their cells. So we were down to 139. By policy (Management of Offender Hunger Strike G.53.3) after 72 hours (9 meals) without eating, a hunger strike becomes “official.” This means medical will begin getting vital signs, urine samples, and weight at this time.

On 7 July 2020 we all were supposed to be pulled out per policy. However, on each pod, more than half of the strikers weren’t pulled out. I wrote a grievance, and flooded the tier out that night. I was told medical had to catch up on some people the next day. This was a lie. On the next day, 8 July, i was still not on medical list, along with about 3 or 4 others on my pod. I can’t account for the other pods on that date.

This refusal of medical was an administrative tactic utilized to:

  1. discourage the participants, so that those of less determination will quit our mission

  2. To keep the reported numbers as small as possible. After 72 hours the unit must report all the numbers to the prisonkkkrats in Huntsville daily.

I scribed an urgent communique to others of the committee , and it was then passed down to all the participants. The communique basically outlined how we were to conduct our own independent 1095 for this specific reason. It called on the people to stay encouraged, and also our counter-tactics if/when such things continued.

On that same day, 8 July, I was in the dayroom for my out of cell time. I hijacked the dayroom, forcing pigs to come down and speak to me directly. A particular Sergeant whose pretty fair came down and i informed him of the problem. A nurse, whose very favorable to prisoners had previously informed me that Major Washington, an Uncle Tom, was in charge of viewing security cameras to verify whether we were taking trays. Therefore he was the one falsifying state documentation. I informed the Sergeant of this directly. Also that there would be a mass of LIDs (life in danger) filed on the Major and all rank who i’ve informed who do nothing. The Sergeant took a list of each persyn who was being neglected medical attention.

The next day, 9 July 2020, while in the dayroom again the nurse i mentioned above informed me that i and the other comrades were still not on the list. I was infuriated to say the least. All the day rooms were hijacked. The Warden was on the building i was told, but eventually i fell out. Upon this development, various ranking pigs, medical and other pigs cautiously entered the dayroom while i lay motionless on the floor. I hear SGT Barbara Atteberry threaten me while pulling her riot baton. I hear a comrade who is known for severely hurting pigs threaten her in return. The kkkaptives began going crazy. Burning things, flooding the tier. The dayrooms is still hijacked and of course the shouting of expletives is the soundtrack. After this reaction to her threatening me, i guess Atteberry changed her mind. I was rolled out in a wheelchair, when after finally getting my vitals taken, Atteberry told me i would be going to suicide cell if i didn’t get off strike. I refused. Yet the “pretty fair” Sergeant vetoed her decision and i was eventually put in my cell. I told the pigs i wasn’t satisfied because there were others who hadn’t been pulled out.

Later that day, certain committee members were pulled out, “investigated” by regional Gang Investigators due to a pig and agent provocateur-circulated rumor that a conspiracy to murder prison guards in the “free world” and in the prison if we didn’t receive our demands was in play.

On 10 July i was finally placed on the medical list. During this time i’ve been denied books, letters, pictures, law library materials. Other prisoners were being denied chronic medication such as blood pressure, seizure meds, psych meds as long as they’re on strike.

Also around this time, we began being told that phones have been approved. We’re skeptical of this information. I neglected to mention on 9 July at about 12 midnight nine pigs came to each door ordering those with commissary to relinquish it or they would be taken off strike and gassed. This was a Lt. Mason leading the charge, under orders from Head Warden J. Smith. Most didn’t fall for the banana in the tail pipe and gave up their commissary. We did lose 60 souljas however. This reactionary tactic is of course outside of rules and regulations, not to mention the sensory deprivation caused by the harassment of interrupting sleep not 1, not 2, but 3 times to get one’s commissary finally at 5:00 AM.

We filed all manner of complaints, yet the admin dangled the commissary in front of our faces saying “You’ll get it back when you get off strike.” Most stayed on.

Fast forward to 23 July, we finally ended the strike in abeyance after a diplomatic decision was reached within the Team One organization and the committee met with J. Smith. We were given a communique on TDCJ letterhead saying that TDCJ leadership was requesting phones in each RHU dayroom statewide and video visits as an alternative for visits during COVID. This is being requested to the TBCJ (Texas Board of Criminal Justice), which meets every August to determine new board policy. Upon a 30-45 day abeyance we will re-assess our material conditions and if need be implement stage 2 of our plan.

This is the short version of events. I want the comrades within the walls to know that We truly have power in unity and determined action. Comrades must also reach out to these support orgs and individuals. Network. Get your voice and vision out there. In the words of Nas: “We stronger now, my peoples the time is now!”

[24 July 2020 this comrade was rehoused where ey is further isolated in a unit with active COVID cases and faced regular tampering of eir mail since then.]

Sick & Elderly at Risk to COVID-19 in Allred Unit

Greetings from the All red (neck) Unit.

I was transferred here in March 2020, right when we were getting put on “Limited movement/social distancing,” temporarily for the Coronavirus. It has only gotten worse since then. Before I even got housed, I helped an old prisoner to lift his mattress from the floor to his bottom bunk. He has sleep apnea and COPD and had been without his CPAP for months. He was too weak to lift his mattress.

Then I got housed with a 60-year-old who is obese, crippled, has thyroid problems, diabetes, heart and liver problems, severe COPD and right now is being “treated” for pneumonia and we are on “medical lockdown” because the virus is here now. His breathing has gotten worse and he developed a cough so they put him in G-5 housing, which they are using for Corona patients.

He has been without the use of his BIPAP breathing mask since before I landed here in the High Security Building, which they call, “The Island.”

No Accountability with Grievances in Texas

Here in Texas, we are having severe problems with ACCOUNTABILITY with the guards, rank, staff, employees and wardens. The grievance system is a joke. Broken, and in itself corrupt, a conflict of interests. Endlessly, we, here in Texas, have tried every known rights group, agencies and firms only to be put off with our Grievance System.

Texas, it seems, has some type of trump card on extreme abuse and violation of its prisoners and their rights. They (the Texas Prison System) change policies, rules and laws ONLY to please the ones in control.

In 2015 and 2016, inmates in Texas filed over 151,000 grievances. Over 80 percent of the grievances were about prison guards, staff, medical denials and abuse. All 80+%, of course, were denied, with no fault found on guards, staff or medical. Some of these grievance issues include no fans in the day room and living areas, with all windows welded shut. No type of air cooling system. The heat and air is in itself unbearable at all hours during the summers.

The guards need no reason for how they handle inmates, or the way they treat and mistreat them. They are always in The Right. The inmate is always in The Wrong, and that is that. Medical denial, and being in severe distress is the norm. Availability of ice water is extremely limited, the guards, of course get all they need. Broken water systems and the inability to cool the living areas, even at night has made many sick. Is there any wonder why there are so many heat related deaths and suicides here in the Texas prison system? Some inmates have tried to seek medical help, only to be charded $100.00 co-pay and then receive no help at all! Where do you turn? The Grievance System? The wardens? Where is there any help?

Hundreds of inmates are forced to eat their meals with no teeth at all, being denied dentures. Here within the last few years to date, wardens have been escorted off the unit for corruption, some showing up drunk day after day. It is out-of-control, no accountability. Texas Department of Criminal Justice employees do what they want, when they want, how they want, and answer to no one for their actions!

A new policy was just passed in 2016, allowing TDCJ Administration to re-class thousands of inmates, some who have been here, like myself, 19 years or longer, with clean records, blemish-free disciplinaries, good forced work records (inmates in Texas are payed no money or anything for their labor with Good Time/Work Time meaning nothing towards release) and clean conducts, to give back the ten-year-earned G2 status, placing back to a lower status (what they do to disciplinary or problem inmates). Placing us all back with the very ones causing trouble or just arriving in the system. A violation of our supposedly protected due process rights and a Texas Law, where it is illegal (or so we thought) to change any law, policy or rule to make it retroactive where it has a negative effect on our sentence or time, placing us all back to G3 status, taking our ten-year-earned (which was extremely difficult) status, jobs and housing assignment privileges.

A Texas Judge, Ellison, wanted to know why TDCJ-ID could not provide information on how many heat related illnesses and deaths had occurred since 1990. TDCJ-ID stated that they were not keeping count!

There is no type of accountability whatsoever. The corruption within the system is at its highest! It is a fact that no one cares. If you are ever incarcerated, at some point, God forbid, you may fully understand and see first-hand how out-of-control it really is. Faced with all that is going on in prisons, all over, can you please tell me how is anyone to have any type of hope if you trust the current system? It is broken. Nothing, "NOTHING!" works!

Yes! Please send me several (if possible) petitions on the new follow-up petition written to federal law. We want to hold Texas accountable to federal requirements!

Choked to Unconsciousness by CO

I am writing on account of a correctional officer stripping me nude, placing me in handcuffs, slamming me, choking me unconscious for no reason on video trying to kill me. Any help would gladly be appreciated. See:[Case no.] in Bowie County, TX, to view this video admitted into evidence. The correctional officer turned his back toward the camera while choking me, but video shows me unresponsive afterwards.

The Power to Make a Difference

July 2018 — Hey guys n gals. Well good and bad news.

First the good. I successfully organized my first demonstration, on Father's Day. We are in G-4 custody (20 hr lockdown - 2 hr dayroom and 2 hr rec). The staff always steals our rec with the excuse of "short of staff." So I gathered 6 other prisoners and stated that we would like to speak to Rank (i.e. Sergeant or Lieutenant). Soon all 48 prisoners were united. The officers did not know what to do. They called on the radio an ICS (inmate control squad) stating that we were refusing to rack up. Lo and behold, every officer on the unit arrived with bean bag guns, gas, Sergeants, Lieutenants, Captains, everybody. I guess they were NOT short of staff! LOL!

After that I approached the Captain very calmly and told him our grievances. The Warden showed up just in time to see. He said "tell them to rack up and we will see what the officer has to say." Seeing that the message had been delivered, I withdrew.

About 10 minutes later they came back and gave us rec.

Now the bad news. Since then the prisons are now targeting me and I am in Seg. SMH! It is okay. Because I see now that I do have the power to make a difference.

Thanks for the Texas Activist Pack, and thanks for the back issues. I also got ULK 62 yesterday and I will follow up soon. In Struggle!

MIM(Prisons) responds: The Texas Activist Pack was updated in August 2018, and you can get one by sending a donation of $3.50. It's a bit thicker now, so the cost to print and mail it has gone up since the last version. The Texas Pack has info about all the campaigns that United Struggle from Within comrades have developed for the state of Texas.

We also recently got our hands on the TDCJ Offender Grievace Operations Manual (rev 01/12). It is over 100 pages, so we are asking for a donation of $10 to cover the cost of printing and mailing it to you.

Let's pause to consider why aren't these materals already available to prisoners held by TDCJ? Why has the TDCJ been withholding the grievance manual from prisoners since at least November 2014? Who are the people held by TDCJ and how does it impact their lives and familes when they don't have access to this info?

Filing grievances and working on individual or reform campaigns do have their place. But, like with this comrade's successful efforts to get rec time, the greatest impact will come in the unity we build with our comrades, and the sense of our own power that we can tap into. Those are the successes that are going to stick with us for the long haul, and through various stages that our struggle goes through.
